What is a Long-Range Transit Plan?  

Kitsap Transit uses a long-range transit plan (LRTP) to guide its next 20 years of growth and investments over the next 20 years, in things like such as new bus routes and transit centers. The current Kitsap Transit LRTP was adopted in 2016. Transit usage and travel patterns have changed, so Kitsap Transit is updating its LRTP for the 2023-2042 time period.

What has Kitsap Transit heard already?

Kitsap Transit conducted community outreach in 2021 and received feedback on transit priorities from current and former transit riders. Survey results showed that the most important aspects of transit service were reliability, frequency, and travel time. Respondents' preferred investments included more frequent service, longer hours of service, and new service in Kitsap County. This feedback has guided Kitsap Transit’s work on the LRTP to date.

What Transit Improvements are being Proposed?

There are many proposed projects in the current LRTP. Not all these projects will be included in the final plan, so Kitsap Transit is looking for feedback on which ones you prefer.

Four Scenarios for Kitsap Transit’s Future

Kitsap Transit is seeking community feedback on four different scenarios. Scenarios range from minimal to high levels of investment. The mix of projects varies for each scenario. These scenarios are examples only—the final LRTP will be based on community feedback.

SUSTAIN This scenario consists of minimal changes to Kitsap Transit’s level of service. Sunday service would be added.

FOCUS This scenario focuses on fortifying the core of the existing Kitsap Transit system. It would add Sunday service, add high-capacity transit on three corridors, improve frequencies on existing routes, and expand on-demand RIDE service.

CONNECT This scenario prioritizes connections to new places. It would add Sunday service, add high-capacity transit on three corridors, add new bus routes, implement a Bremerton-Tacoma Express, and expand on-demand RIDE services.

ENHANCE This scenario would implement all the improvements.

Any of these scenarios could include a new ferry route or routes. Additional study would be required to determine what route(s) would be feasible.

The graphic above shows four possible scenarios for the Kitsap Transit LRTP. These scenarios are called Sustain, Focus, Connect, and Enhance. The Sustain scenario includes Sunday service and would not require additional revenue. The Focus scenario includes Sunday service, high-capacity transit, expanded RIDE service, and frequency upgrades, and would require some new revenue. The Connect scenario includes Sunday service, high-capacity transit, expanded RIDE service, a Bremerton-Tacoma Express route, and new bus routes, and would require a relatively moderate amount of new revenue. The Enhance scenario includes Sunday service, high-capacity transit, expanded RIDE service, a Bremerton-Tacoma Express route, circulator routes, frequency upgrade, and new bus routes, and would require considerably more revenue." Any of these scenarios could include a new ferry route or routes. Additional study would be required to determine what route(s) would be feasible.

How much will this cost?

Expanding Kitsap Transit service would require more money than Kitsap Transit currently receives in revenue. All the scenarios, except SUSTAIN, would require increases in revenue. These increases can be accomplished through one or more methods, which could include a sales tax increase; additional federal, state, county, or local funding; property taxes; utility taxes; public-private partnerships; or fare increases.
