Overview
MnDOT plans to resurface a portion of Highway 71 in Bemidji and make intersection improvements at eight locations between Highway 197 and Winter Sumac Road. Construction is scheduled to take place in 2022. The highway is in need of long-term improvements to address intersection safety and aging infrastructure.
Stage 1
Phase 1 Realign Hannah Ave.
Construction begins with realignment of Hannah Avenue and intersection improvements – including a temporary signal at Fern Street.
No access to, or from, Hannah Avenue to Anne Street.
Hwy 71 north and south remains open. Temporary lane closures anticipated where contractor is working adjacent to Hwy 71.
Brief closure on Technology Drive, north of Anne Street, to replace storm sewer.
Phase 2 New Hannah Ave. open
Intersection improvements at Minnkota Avenue.
No access to, or from, Minnkota Avenue to Anne Street.
Realigned Hannah Avenue open.
Hwy 71 north and south remains open. Temporary lane closures anticipated where contractor is working adjacent to Hwy 71.
Winter Sumac Road closed east of Hwy 71.
Phase 3 Anne St. bypass
Completion of temporary bypass on east side of Hwy 71 at Anne Street.
No access to Hwy 71 via Anne Street from the east.
Follow detour on Minnkota Avenue to Fern Street.
Hwy 71 north and south remains open. Temporary lane closures anticipated where contractor is working adjacent to Hwy 71.
Stage 2
Anne Street roundabout
Construction begins on Anne Street roundabout.
Hwy 71 north and south traffic uses new temporary bypass on east side of Hwy 71 and Anne Street intersection.
No access to or from Hwy 71 at Anne Street. Follow detours on Minnkota Avenue and Technology Drive to the Fern Street and Hwy 71 intersection.
Net Way closed at Hwy 71.
Hwy 71 north and south remain open. Temporary lane closures anticipated where contractor is working adjacent to Hwy 71.
Irvine Avenue ramp repaving
During Stage 2, the ramps at Irvine Avenue and Highway 71 will be closed in two phases for repaving. Follow posted detour routes to Glidden Road or Lakewood Drive.
NOTE: During Irvine Avenue ramp repaving, work will occur at Glidden Road and Lakewood Drive with alternating closures. When work is occurring at one, the detour will direct to the other.
Phase 1 – Southbound Hwy 71 ramps
Hwy 71 southbound on-/off-ramps to Irvine Avenue detoured to Glidden Road or Lakewood Drive.
Phase 2 – Northbound Hwy 71 ramps
Hwy 71 northbound on-/off-ramps to Irvine Avenue detoured to Glidden Road or Lakewood Drive.
Stage 2 lane shifts
Phase 1 and 2: Traffic shifts to northbound lanes, one lane in each direction.
Stage 3
Anne Street roundabout open
Construction continues on roundabout connection to east Anne Street and removal of temporary bypass.
Hwy 71 traffic uses new roundabout.
No access to or from Anne Street east of Highway 71. Use detour on Minnkota Avenue and Fern Street.
Stage 3 lane shifts
Traffic shifts to southbound lanes from Hwy 197 to north of Balsam Road, one lane in each direction.
Stage 4
J-turn median construction
In the final phase, construction continues in the Highway 71 median at the new J-turn intersections.
No access through the median during work. Follow posted detours.
Anne Street roundabout complete
Roundabout construction complete at Hwy 71 and Anne Street intersection.
