Introduction
This map series is designed to show Estimated Uninsured Subsidy Eligible Hot Spots and, in addition, a subset population of specific Race & Ethnicity Hot Spots that are both based on data extracted from the Census Bureau's 2019 American Community Survey. The densest target areas are Census tracts shown in red. These hot spots are calibrated to be county-specific, which means that areas that may appear to be of a similar density (by being the same shade of red) in two different counties do not necessarily have the same population density.
The latest State and County level uninsured rates available from the Census Bureau are used to estimate a range of uninsured individuals within each Census tract across the State. For each Census Tract the model is further refined by using the Census Federal Poverty Level (FPL) ranges of 138%-499%, which allows us to map estimated dense populations of uninsured subsidy-eligible individuals within each county.

Methodology
Areas mapped were identified through analysis of 2019 five-year Census tract data and 2019 State and County uninsured rates, which are the most recent available data as of January 2021. Some areas were mapped by requests of Covered California staff with local area expertise.

Limitations
The densest target areas shown in the darkest red are the Census tract populations within 138-499% FPL adjusted by county uninsured rates. Hot spots are calibrated to be county-specific, which means that areas that may appear to be of a similar density (by being the same shade of dark red) in two different counties do not necessarily have the same population density in each of them. For example: County A and County B may both be the same shade of dark red to indicate that 70% of the county falls within the focus population; however, if County A’s total population is 100,000 people and County B’s total population is 10,000 people, County A’s focus population is much larger (70,000 focus population in County A vs. 7,000 focus population in County B). In addition, 1-year 2019 Census data at the county level is applied to 5-year 2019 Census tract data for race/ethnicity and FPL, which may result in over- or under-representation of the red target areas of uninsured subsidy-eligible individuals.
