Jacquie of Clyde Sees Like A Salmon. We looked at the planning system in Scotland, top-down governance. Our local plans from local planning authorities incorporate all sectors in one plan, but there isn’t a lot of opportunity for the public to contribute. The Main Issues Report has really no meaningful engagement. There’s a bunch of community action plans, but they’re very much driven by the local government. We then looked at coming down to the next tier, a lot of the regional planning comes through in themes like forestry plans, or peatland action plans, or marine plans. Those plans are in some ways taking the bottom-up stuff happening, but it’s mostly top-down stuff. Then there’s a range of plans around a specific purpose. The forestry, peatland, marine ones are sort of general, targets for tree planting for example. They’re not specific to our bioregion area. The specific ones are around master plans, like the regeneration plan, a solution in Ayrshire. A response to a specific problem. Bottom-up stuff happening through the landscape scale, sometimes almost regional scale, of landscape planning partnerships, of which there are two and a half in our bioregion area. They have a bunch of grassroots stuff happening. Some of that is being delivered through the forestry and woodlands strategy, some of it isn’t. When we looked at some of the new ways, we looked at the Glasgow National Park City, and the climate project. But those seemed to have a vision, and they get straight down to the project being delivered on the ground. We thought there was merit to that, because the plans are dated the minute they’re printed and bound. For Brexit and the pandemic, the plans are no use whatsoever. You’ve having a vision or statement and getting straight down to delivering, and energy and resources can be spent on review of the project you’re actually delivering. We wound up talking about transition movements, because we’re not aware of any specific transition movements in our bioregion. We have in Scotland lost our parish and town councils, which are retained in England. We don’t have that level of government, we lost a lot of that localized government. It could be that, it might be the need for a university in the area. We kind of are on the cusp of that looking back at the older way of doing things, and looking forward to some of the new deliveries, the transition elements in the middle.
