ACHD is engaging the public as part of the study to identify and recommend pedestrian and bike facility improvements along Warm Springs Avenue from Avenue C to Windsong Drive.

Recognizing the unique character of different sections of Warm Springs Avenue, the study area is divided into three segments. 

  • Avenue C to Coston Street
  • Coston Street to Old Penitentiary Road
  • Old Penitentiary Road to Windsong Drive

Public Workshop

ACHD is hosting a public workshop on June 22, 2023, at Adams Elementary School Gym, 1725 Warm Springs Avenue, to share the results of the survey conducted earlier this spring. The facilitated workshop will be an opportunity to help ACHD identify areas of concern within the project area and brainstorm potential solutions. Please plan on attending one of two sessions:

  • Session 1: 2:30 p.m. – 4 p.m.
  • Session 2: 5 p.m. – 6:30 p.m.

Parking is available in the highlighted sections on the map. A few spots are also available on Warm Springs Avenue, outside of the bus-only area. We encourage those who live close to Adams Elementary to walk or bike to the school, if possible.

Crash History

  • Along the study corridor a total of 95 crashes were reported between 2017 and 2021, with the largest portion being rear-end crashes, making up 43% of the total.
  • Hitting a fixed object and angle/angle turning crashes accounted for 18% and 15% of all crashes.
  • 42 of the crashes resulted in injuries to one or more persons involved in the crash.
  • The other 53 crashes were property damage only (PDO).
  • There were no fatal crashes reported.
  • A total of five bike and two pedestrian crashes occurred, accounting for 7% of the recorded crashes within the study area.
  • Six of the seven pedestrian/bike crashes occurred between Avenue C and Coston Street.

Traffic Count Data

Current traffic volumes along Warm Springs Avenue and roadways within the study area are as follows:

Traffic count data includes roadway segment and average daily vehicle trips. Warm Springs east of Avenue C averages 12,800 vehicle trips daily. Warm Springs east of Walnut averages 14,000 vehicle trips daily. Walnut South of Warm Springs averages 6,950 vehicle trips daily. Old Penitentiary Road north of Warm Springs averages 1,250 vehicle trips daily. Windsong Drive north of Warm Springs averages 700 vehicle trips daily.

Survey Responses

ACHD conducted an online survey April 19 through May 3, 2023 to ask residents, business owners, and anyone who uses Warm Springs Avenue to answer a series of questions to learn about how people use Warm Springs and the issues they are experiencing.

617 people responded to the survey. Here’s what we learned:

When asked what description best fit, participants answered in the following ways:

Survey responses for April 19 through May 3, 2023, online survey. 617 people responded. 379 identified themselves as living in a neighborhood adjacent to Warm Springs Avenue. 346 said they regularly commute on Warm Springs for work, school, and or/shopping or recreation, 125 identified themselves as living on Warm Springs within the project area, 104 said they occasionally use Warm Springs to get where I am going, 21 said they own or manage a business or property on Warm Springs Avenue, 20 answered “other”

What type of transportation do you typically use on Warm Springs?

What improvements should be considered for Warm Springs between Avenue C and Old Penitentiary Road and for between Old Penitentiary Road and Windsong Drive?

The top two themes were the same for both sections.

For Avenue C to Old Penitentiary Road, 247 Survey participants selected to making walking and biking easier and safer, 103 survey participants support slower speeds on Warm Springs, 50 survey participants elected to divert traffic to other roadways, and 54 survey participants support calming traffic by keeping roadway small. For Old Penitentiary Road to Windsong Drive, 253 survey participants elected to make walking and biking easier and safer, 60 survey participants elected to supports slower speeds on Warm Springs, 34 survey participants elected to divert traffic to other roadways, and 33 survey participants elected to support calming traffic by keeping roadway small.

What ideas for enhancing Warm Springs for all users will best “fit” the area?

Data depicting the ideas for enhancing Warm Springs for all users and what will best fit the area. 391 survey participants elected to enhanced pedestrian and bike crossings, 314 survey participants elected to add additional bicycle and pedestrian crossings, 238 survey participants chose traffic calming measures like speed humps, bulb-outs to slow traffic, 234 survey participants elected to improve sidewalks, 199 survey participants elected to signalize intersections, 73 survey participants elected to leave the roadway as is, 115 survey participants selected other, and 35 survey participants selected none.

Thinking along the same line, what ideas don’t “fit” the neighborhood?

What should our priorities be as we work to improve Warm Springs?
