About

The Tampa Bay Regional Planning Council (TBRPC) is an association of local governments, in the Tampa Bay region of Florida, whose mission is to identify and address issues and needs regionally.

The governing body of TBRPC, which is called "Council," consists of local elected officials. TBRPC staff provides a wide scope of services to support the Council's key initiatives, including resiliency planning, economic development, environmental planning and emergency preparedness.

TBRPC member governments are represented by appointed council members who meet 6 times per year to address regional issues. Council membership also consists of gubernatorial appointees and ex-officio members including, the  Florida Department of Environmental Protection (Southwest Division) , the  Florida Department of Transportation (District 7)  and the  Southwest Florida Management District .

Programs

 Resiliency Planning  In the face of sea level rise and climate change, regional resiliency planning can help to minimize the impacts on communities and ecosystems. TBRPC resiliency planning involves a range of stakeholders, including government agencies, businesses, and community organizations, who work together to identify risks and vulnerabilities, develop adaptation strategies, and implement measures to increase resilience.

 Emergency Preparedness   Since 1978, TBRPC has facilitated a regional “whole community” approach to emergency preparedness. TBRPC provides technical data and services, conducts research, and provides forums for regional coordination and cooperation that enhance local emergency management staff capacity.

 Economic Development   TBRPC is a designated Economic Development District (EDD) by the U.S. Department of Commerce, Economic Development Administration. TBRPC offers technical services to help governments create and implement effective economic development strategies and can provide guidance on a range of topics, including business attraction and retention, workforce development, infrastructure investment, and community revitalization.

 Technical Assistance  TBRPC supports local governments that have limited staff and/or planning expertise. Communities or agencies that need an independent analysis or viewpoint of regional or community issues can turn to TBRPC for an independent approach to their research or planning needs. TBRPC technical assistance services includes a wide range of activities, such as scenario planning and forecasting, meeting facilitation and community engagement,  hazard mitigation vulnerability assessments   economic modeling    geographic information analysis and mapping  , and   planning and design visualization  .

History

TBRPC was established as Florida’s first Regional Planning Council in 1962 when representatives from St. Petersburg, Clearwater, and Tampa recognized the need for regional coordination.

Milestones


1962

Chair and Founder, Herman W. Goldner, City of St. Petersburg. The Tampa Bay Regional Planning Council became the first regional planning council in the State of Florida.

1967

Analysis of Development Factors. Planning and Development in the Region.

1968

TBRPC's Airport Systems Plan took a first look at systems planning for the region and became a model used by the Federal Aviation Administration to develop regional airport systems for all urban Florida regions. TBRPC's Major Highway Study assisted in the Congressional action to add the additional interstate mileage.

1969

Uban Manpower: A Study of the Tampa Bay Region. Housing and the Environment: A Regional Perspective.

1971

Toward a Livable Environment. Regional Health System.

1972

Regional Directory was Published. Clearinghouse Review Procedures.

1973

Courtney Campbell Causeway Tidal Flushing Study. Population: A Comprehensive Analysis for the Tampa Bay Region.

1974

Area Agency on Aging established. Bay Views -Bi-Monthly newsletter started.

1975

Future of the Region Growth Policy adopted.

1976

TBRPC instrumental in working for the formation of the Florida Regional Councils Association (FRCA). TBRPC identifies local planning and funding priorities for the Law Enforcement Assistance Administration.

1977

The Council created and adopted the Regional Comprehensive Plan Guide.

1978

TBRPC's Stormwater and Lake Systems Management Plan. Regional Economic Development Plan and Capital Improvements Guides.

1979

Tri-County Areawide Environmental Impact Study.

1980

Regional quantitative hurricane evacuation study completed and used as a model throughout the nation. TBRPC formalized with the passage of the Florida Regional Planning Council Act.

1981

Regional Economic Information Network (REIN) created by TBRPC under an economic development demonstration program. Completed Local Government Energy Management Plans for 12 Governments.

1982

TBRPC was the first to quantify potential losses from hurricanes with its Hurricane Loss Study. Council named as one of the state's Census Data Affiliates. Completed Coastal Energy Facilities Siting Study.

1983

Tampa Bay Study Committee, the Tampa Bay Study Commission, and the Agency on Bay Management established to provide a comprehensive approach to management of the Bay's resources.

1984

State and Regional Planning Act adopted.

1985

During Hurricane Elena, the Tampa Bay region used the information gathered from the Council's quantitative hurricane evaluation studies.

1986

TBRPC's fast track edition of the Comprehensive Regional Policy Plan served as a model for the other 10 regional plans in Florida.

1987

"Future of the Region, A Comprehensive Regional Policy Plan (CRPP) for the Tampa Bay Region" was adopted. TBRPC took a leadership role in supporting growth management legislation and streamlining the Development of the Regional Impact (DRI) process. TBRPC reviewed the first privately owned area-wide Development of Regional Impact, the Westshore DRI in the City of Tampa.

1988

TBRPC served as the planning agency for 19 municipalities in the Tampa Bay area to implement the state's growth management legislation.

1989

Council framed recommendations of proposed development for consideration by local government and other reviewing agencies. Local emergency Planning Committee (LEPC) designated.

1990

Natural Estuary Program established in Tampa Bay.

1991

Regional Air Quality Task Force established. First Annual Future of the Region Awards Recognition Program is established.

1992

Future of the Region Committee established to evaluate Council. -"Operation Get Ready" Task Force established.

1993

Hurricane Recovery Task Force organized. Convened planning directors to discuss and adopt dispute resolution rules.

1994

Tampa Bay Visioning Task Force established. Council received the Florida Chapter of the American Planning Association Award of Excellence for the 1994 Hurricane! Public Information Campaign.

1995

Strategic Regional Policy Plan (SRPP) adopted and forwarded to the state. Hurricane Emergency Preparedness program was expanded by printing the 1995 Hurricane! Guide in Spanish. Served as the lead agency on the establishment of the Florida-3 Disaster Assistance Team.

1996

New regional newsletter, the Quarterly Profile introduced. All Hazards guide produced.

1997

NARC selected TBRPC to host the 2000 Annual NARC Conference.

1998

Comprehensive Conservation Management Plan signed. First Executive Committee retreat to develop new mission for the Council.

1999

Implementation of Regional Economic Modeling, Inc. (REMI), Received the Outstanding Public Report Award from the Florida Planning and Zoning Association for the Islandwide Post-Disaster Redevelopment Plan for Anna Maria Island.

2000

Project Impact: Building a Regional Disaster Resistant Community. -Hosted the National Association of Regional Councils Annual Conference with over 800 in attendance.

2001

Transportation Summit and Exposition. Telecommuting and Telework Tampa Bay Initiative. TampaBayEvents.org

2002

First edition of Visions Magazine is published. First edition of Tampa Bay Soundings is published. Initial Development of Spatial Growth Modeling-Decision Support GIS.

2003

Ground-breaking for the new office facility, May 12, 2003. Economic Development District Designation. Conducted Continuity of Operation Plans for local governments. Began Regional Transit Round-table meetings.

2004

New office facility at 4000 Gateway Centre Blvd. was completed. Produced 70,000 copies of the Florida Business Disaster Survival Kit. Economic Analysis program conducted 21 studies. Telework Tampa Bay was launched.

2005

Recipient of the first annual Tampa Bay Business Journals Government organization of the year. Hosted the Regional Hurrican Forum. Hosted the Workforce Housing Think Tank. 20th Anniversary of the Agency on Bay Management. Initial Comprehensive Economic Development Strategy Plan (CEDS).

2006

25 Years in Emergency Management Planning. 5th Update of the Regional Hurricane Evacuation Study. Manufacturing Supply Chain Study. Fiscal Impact Analysis Model, (FIAM), Training. Domestic Security Continuity of Operation Plans, Training and Exercise. Introduction of Audience Response Technology.

2007

Celebrating Tampa Bay. Statewide Regional Hurricane Evaluation Study Update. Developed Statewide Workforce Housing Initiative. Executive Director, Manny L. Pumariega, receives the Walter Scheiber Award presented by the National Association of Regional Councils. 20th Edition of the Official Hurricane Guide. 15th Anniversary of the Annual Future of the Region Awards. Capital Improvement Element Local Government Training.

2008

Utilized the Council's technical capabilities and GIS expertise to develop alternative growth scenarios and indicators for the One Bay visioning effort. Successful completion of the re-financing of the TBRPC building note. Co-hosted with the Tampa Bay Partnership on the Transportation Summit 2008, A Cents of Place. Co-hosted with the Southwest Florida Regional Planning Council on the Sustainable Solutions: A Multi Regional Approach Workshop. Recipient of the Tampa Bay Partnership's 2008 Cahir's Award for the One Bay effort.

2009

Hosted the Senate Bill 360 Workshop with over 200 attendees. Continued work on the Statewide Evacuation Study. Costs Saving measures were enacted by going to an electronic format for most of the Council's publications. These included the Annual Report, Visions Magazine, The Regional Directory, and the monthly Council Agenda packets. The council has been awarded and will host the National Association of Regional Council's 2012 Annual Conference.

2010

One Bay Regional Visioning Process Continues. www.onebay.org. TBRPC launches Get Ready Tampa Bay! the plug-in electric car initiative. Statewide Regional Evacuation Plan is released. In Memoriam: Herman W. Goldner, founding father of the Tampa Bay Regional Planning Council. Targeted Industry Cluster and Workforce Competency Study.

2011

TBRPC co-hosts Meta-Leadership Summit for Preparedness. -TBRPC conducts Economic Analysis of a Catastrophic Event in Tampa Bay. -Statewide Energy Resiliency Strategy developed. Statewide Regional Evacuation Study Program receives national honor-NADO 2011 Innovation Award. Broadband Florida is launched. Electric Vehicle Charging Stations are installed on Council property.

2012

TBRPC embarks on 50th Year in Regional planning, Feb.16th, 1962-2012. 50th Anniversary Celebration Committee is formed, and the celebration is held March 23, 2012, with over 300 attendees. 20th Annual Future of the Region Awards held March 23, 2012, with over 300 attendees and support from 20 sponsors. TBRPC Hosts the 46th Annual Conference in June for the National Association of Regional Council with over 400 attendees from around the nation. The Tampa Bay Regional Collaboration Commitee is formed to study ways to better collaborate on issues of regional significance.

2013

TBRPC holds strategic Planning Session to update the TBRPC initiatives Plan. The 2013 Initiatives Plan will serve as a guiding document for Council projects and programs. Florida's eleven Regional Planning Council's partnered with the U.S. Economic Development Administration, the U.S. Department of Energy, and the Florida Office of Energy to produce the Florida Energy Resiliency Report. TBRPC welcomes three new tenants into their office facility: Ready for Life, Inc.; Healthy Start Coalition; and the Pace Center for Girls, Inc. TBRPC and partners completed the innovative broadband planning initiative. Broadband Florida is a planning project designed to improve internet access and affordability in the State of Florida. TBRPC was recognized by the Florida Chamber Foundation for commitments and efforts on behalf of the Six Pillars Strategic Planning Framework.

2014

TBRPC produces Valuation Study of Tampa Bay. The study shows that the Bay's watershed is a significant economic driver for industries within our region, both directly and indirectly. TBRPC Principal Planner, Betti Johnson wins the prestigious 2014 Governor's Award for her statewide contributions in the field of emergency management. The National Oceanic and Atmospheric Administration (NOAA) awarded the TBRPC $100,000 through the Coastal Resiliency Networks (Crest) grant program to leverage the existing ONE BAY: Livable Communities Working Group for the purpose of improving the Tampa Bay area's regional capacity to withstand adverse impacts associated with sea level rise, storm surge, and extreme weather. TBRPC helps make Tampa Bay "Solar Ready". Solar Ready is a collaborative effort to improve and expand the solar market in the Tampa Bay and Southwest Florida regions. TBRPC hosts the New Normal: Fiscal and Demographic Trends Shaping Florida and Tampa Bay. The forum presented and discussed the demographic trends shaping our region's economic future. TBRPC participated in the Florida Region Council's Association Strategic Planning Session which serves as a future guide for Florida's 10 regional planning councils.

2015

TBRPC hires new executive Director, Mr. Sean Sullivan, formerly of Boston. Mr. Sullivan. Mr. Sullivan has worked with multiple transit agencies, Federal and State Agencies, regional planning councils and local government. TBRPC welcomes two new counties, Citrus County and Hernando County. TBRPC hosts Energy Summit Tampa Bay. Information was presented on technology, trends, and policy issues that affect the energy future of the Tampa Bay Region. -TBRPC partners with the Tampa Bay Estuary Program for the Bay Area Scientific Information Symposium (BASIS 6). BASIS takes place every five years. -ONEBAY: Coastal Resiliency-Projection of Sea Level Rise in Tampa Bay. TBRPC conducts analysis study of the Florida Strawberry Festival. In partnership with the Southwest Florida RPC, the TBRPC conducted an Advanced Manufacturing Cluster Study. The Pinellas portion of the Courtney Campbell Trail opens to the public.

2016

TBRPC begins work on the Coastal Trail project which included a rural overlay study, assets, and opportunities inventory atlas, branding, and design guidance. Bay Soundings celebrated 15th year of publication. TBRPC completed the Medical Tourism Study. The Economic Analysis Program completed 20 projects during 2016, including "The Cost of Doing Nothing" on Tampa Bay Sea Level Rise. The Tarpon Specialty License plate reached $1.94 million raised in Tampa Bay since its inception. Over 370,000 copies of the official Disaster Planning Guide was produced for 8 counties in English and Spanish.

2017

TBRPC hosts successful Transportation Summit, Innovations in Regional Transportation. TBRPC hosts the 25th Annual Future of the Region Awards on April 28, 2017. TBRPC completed the five-year update of the Comprehensive Economic Development Strategy. TBRPC began work on Phase II of the Coast to Coast Trail. TBRPC hosted several "Peril of Flood" (SB 1094) Local Government Technical Assistance Workshops to assist local governments with the 2015 Peril of Flood Act Requirements.

2018

Tampa Bay Regional Resiliency Coalition Steering Committee is formed. The council implemented a rebranding strategy which included a new logo and a new modernized Council website. U.S. Economic Development Administration awards TBRPC with grant to assist small businesses with disaster recovery. TBRPC receives NADO Innovation Awards for TB Next Project and Hazmat Training Exercises for First Responders. TBRPC awards $100,000 in FDOT Stormwater Grants. TBRPC produces the Citrus County Targeted Industry Study. Florida Department of Environmental Protection distributes $600,000 Disaster Preparedness Guides in English and Spanish.

2019

Suncoast Parkway 2 Extension Land Use Study, Citrus County. Resilient Tampa Bay: Transportation-Economic and cost-benefit analysis of transportation impacts from extreme weather and sea-level rise. Pasco, Pinellas, Hillsborough Counties. Hillsborough County Health Care Services Diabetes Treatment Return on Investment. Florida State Fair Market Segmentation and Economic Impact Analysis. -Florida Red Tide Economic Impacts. Received $299,455 from the EPA Gulf of Mexico Program to support the Resiliency Coalition. TBROC receives NADO Innovation Award for the Suncoast Parkway 2 Extension Land Use Study, Citrus County. TBRPC updates the Council's Initiative Plan.

2020

In Memoriam: TBRPC Vice Chair Councilor Bob Matthews, 1945-2020, City of Seminole and member of TBRPC for over 20 years. TBRPC hosts Champions of Change Summit: Creating Resilient Communities 2030. TBRPC receives $500,000 Chase REACH Grant for affordable housing. TBRPC completes New Port Richey Resiliency Re-Design.

2021

TBRPC hosts the Florida Regional Councils Association's (FRCA) semiannual meeting for the first time in many years. TBRPC partners with Move the World Films for The Last House Standing film. The film is about preparing and being resilient to natural hazards. TBRPC receives Resilient Coastline Program grant from the Florida Department of Environmental Protection to develop coordinated shoreline planning across the region. TBRPC completed a study which shows that the Zephyrhills Municipal Airport and surrounding lands are primed to be a major catalyst for economic development for Pasco County.
