Waterworks Improvement 18th-23rd St Between Main St & Lee St

Project Overview

This water system distribution project is located along Main Street (VA-30) between 18th Street and 23rd Street. This project includes the installation of new 6-inch and 4-inch waterlines, fire hydrants, valves, fittings, appurtenances, and water services, along with incidental trenching, excavation, grading, erosion control, pavement milling and overlays, and project site restoration. 

 This project was identified as a needed distribution system improvement. The improvements will replace a problematic and aging existing 8-inch diameter ductile iron pipe located along Main Street (VA-30).  The system improvements will provide additional fire hydrants for firefighting needs along the service area. Reduce the number of line breaks requiring repair and disrupting water service along Main Street (VA-30). Provide new water service lines addressing current Lead Service Line Replacement Requirement.  

Instead of replacing the existing water main along Main Street (VA-30), a new water main with the following improvements will be installed.

  1. A total of 2,712 linear feet of 6-inch Polyvinyl Chloride (PVC) pipe will be installed to replace aging and undersized waterlines along the 400 blocks of 18th to 22nd Streets.
  2. 26 residential water services and one industrial water service supplying WestRock Paper Mill will be replaced.
  3. Three (3) fire hydrants will be abandoned and removed, and five (5) New fire hydrants will be installed to better provide fire protection to the area.​ 
  4. Pavement milling and restoration of the roadway surface will be performed after the waterline installation phase has been completed. 

Project Updates

  • COMPLETED! Released 7/23/2024 - The Water Improvement Project has been successfully inspected and all work was found to be satisfactory. The contractor has released the project back to the Town and the project is officially complete.
  • COMPLETED! Released 6/7/2024 - The month of May was a busy time, weather continued to cooperate as many elements of the Water Improvement Project were completed. Final touches were made within the project areas between 18th thru 22nd streets. Everyone in these areas are now benefiting from upgraded water services, added fire protection and a newly paved road surfaces. Also, over the past few weeks a new water meter pit and water service were installed for the WestRock papermill.
  • COMPLETED! Released 4/23/2024 - As we near the conclusion of the Water Improvement Project, pavement restoration along the entire project area will begin shortly. Expect temporary closure of street parking along the 400 blocks of 18th to 22nd streets.
  • COMPLETED! Released 3/19/2024 - As part of the Waterworks Improvement Project, Water Service along the 400 block of 21st Street, within the project area, will be temporarily disconnected on Tuesday, March 21, between the hours of 9 am and 12 pm.
  • COMPLETED! Released 3/06/2024 - As part of the Waterworks Improvement Project, Water Service along the 400 block of 21st Street, within the project area, will be temporarily disconnected on Tuesday, March 12, between the hours of 9 am and 12 pm.

Work has now begun along the 400 block of 19th Street, and work is expected to begin on the 400 block of 20th Street as soon as Tuesday February 6th. About the Town of West Point Water Utility

The Town of West Point Water Utility provides water to approximately 1,390 service connections for residential, commercial, and industrial customers. The Town owns the utility and obtains all of its potable drinking water from existing groundwater wells located within the Town of West Point.

Once withdrawn, water is held in one of the two Elevated Storage Tanks and then distributed throughout the community through 25 miles of service mains. For redundancy, the distribution system is configured so any one of the three wells can meet the normal water demand of the Town using the inter-connected distribution system.

Frequently Asked Questions

Q: Will my water be turned off?

A: Yes - If your water service is within the project area you will experience intermitted water outages. These will be limited to normal working hours.

Q: Will this help the water system?

A: Yes - Upon completion of the improvements you should see a reduced need for emergency shutdowns due to watermain failures. The project will also enhance fire projection within the area.

Q: Will the roadway be repaired?

A: Yes - Upon completion of the project all impacted roadway surfaces will be surface milled and new pavement covering installed.
