
Woods Creek (Bates Road) Park Master Plan

In 2022, the City of Driggs acquired 5 parcels adjacent to the site of its current wastewater treatment plant with the purpose of reserving space for wastewater treatment, preserving open space for wildlife and public use, and creating a gateway boundary on the western entrance of the City.
The 101-acre property is well known for moose sightings, sandhill cranes, raptors and other birds, as well as providing a large, unfragmented area for wildlife access to the Teton River. It contains wetlands recognized in the National Wetland Inventory on over 50% of the site.
Some of these wetlands support the Woods Creek Fen, a state designated unique wetland containing peat soils that support several rare species and high biodiversity value.
Because the property is flanked on the east and west by the electrical substation and wastewater treatment plant and contains two overhead power lines, it is best suited to uses that are compatible with public utility infrastructure. A portion of the property is designated for future wastewater treatment expansion, and so will not contain permanent buildings or other development. Wetlands are protected at both the local and federal levels; regulations limit the potential for development in these areas but opportunities may exist for limited impacts and restoration or enhancement of wetlands at the site.
Despite these constraints, there is ample opportunity to create value for the community. The City, consultants, and stakeholders have created a list of potential appropriate uses which fulfill the City Council’s intent upon acquiring the property. This list represents uses which allow the City to preserve habitat and open space while serving public and municipal needs, such as utilities, services, and recreation. After compiling public input from this survey, a design process involving public stakeholders, landscape architects, biologists, engineers, and City officials was undertaken to create a preliminary master plan for the Bates Road property.
In September we held a public open house and hosted a survey to collect community feedback on potential uses for the site.
In October we hosted a design charette with stakeholders, consultants, and City officials, which resulted in a preliminary concept for the master plan.

The Preliminary Master Plan is meant to be cumulative in nature, so any element can be added without affecting the placement of the others. Elements may be added over time.
MUNICIPAL USES INCLUDE:
- Area reserved for future wastewater treatment expansion
- Snow Storage for clearing downtown streets, lots, and sidewalks
- Potential future transportation connection
- Potential public agency employee housing units
- Potential Emergency Services Facility anticipated to include a new fire station, emergency response, search and rescue, and law enforcement. This area may also house a community room and restrooms for public use.
The Trailhead Area allows the community to access and enjoy the site. Winter/Summer Trails will converge here, as well as an ADA accessible path. Amenities include native garden, picnic shelter, overlook, interpretive kiosks, and pathway connections to town.
RECREATIONAL/COMMUNITY USES INCLUDE:
- Winter/Summer Trails into the interior of the site will be gravel and will be designed to minimize wildlife impacts, allow for low maintenance costs, and keep the same alignment in summer and winter.
- The Pond will utilize canal shares owned by the City or potentially clean water from the new wastewater treatment facility. It can support groundwater recharge and wildlife habitat but is unlikely to be for swimming.
- Boardwalks will help limit impacts to wetlands and may be installed where trails cross sensitive areas.
