Theory-driven case studies by History & Theory of Urban & Regional Planning students at the University of Texas at San Antonio

An infill development policy can can help guide a city toward developing vacant or under-utilized land within areas that are mostly developed. The City of San Antonio Planning Department is considering how best to address growth needs in existing communities. The fall 2021 History & Theory of Urban & Regional Planning class ( syllabus ) evaluated other cities' tools and policies through theory-driven case studies, addressing each of the following topics in separate sections:

  • Case Study Selection—why the policy and location are valuable
  • Theory—underlying thinking for why this approach would be good
  • Notable Policy Elements—the specific policy(s) that might be replicated
  • Historic Challenges—what has not gone well in the case study community, using resources from planning history, news reports, public comments, or logic
  • Implementation—when and how the public process began, what was needed to implement the policy, and how successful (or not) is the policy and why
  • Key Lessons—what San Antonio should consider in its infill development planning
