Develop a variation of Draft Map 11that moves from District 3 to District 4 the area bounded by .
This reduces the population of D3 and increases the population of D4 by 162,710.
To balance population, the unincorporated areas of and the surrounding areas move from D4 to D3.
And the area south of move from D4 to D3.
This increases the population by 138,998.
To further balance population, Linda Vista is moved from D4 to D1. This decreases the population of D4 and increases the population of D1 by 37,848.
To establish contiguity, the areas of Mission Hills, Old Town San Diego, and Hillcrest are moved from D2 to D1. This decreases the population of D2 and increases the population of D1 by 31,567.
To further balance population the La Presa CDP is moved from D1 to D2, the south western boundary of D3 is moved east , and the Jamul CDP, not the planning are moved into D2. This decreases the population of D1 and increases the population of D2 by 36,460, decreases the population of D1 34,627, and decreases the population of D3 by 1,917.
To address contiguity between D4 and Coronado the D4 moves south to Market St. and east to the San Diego Fwy.
This decreases the population of D1 and increases the population of D4 by 28,151.
