The 4th Street Hill project will include a full reconstruction of 4th/Hillside St. creating the City's first multi-modal corridor.

PROJECT UPDATE - NOVEMBER 27, 2024

It's official! We are excited to announce that 4th Street Hill is now open. We would like to thank Dave Hood, Lindsay Reed, and Public Works with the City of Delta. A big thanks also goes out to K&K Concrete and all other staff that made this project happen as well as CDOT. We are thrilled to report that the project was completed ahead of schedule and within budget.

As you navigate the area, please exercise caution. There are new signage and traffic directions in place to ensure safety and a smooth flow of traffic. Be sure to follow all posted signs and remain mindful of any changes to traffic patterns.

Please also be aware that crews may still be in the area doing touch-up work. We appreciate your continued patience and cooperation as we wrap up the final details.

  • Concrete sidewalk - Completed to the bottom of the hill with clean-up still needed on top of the hill at Leon Street.

  • Week of 11/4/2024 - Striping and final clean-up

PROJECT UPDATE - MAY 6, 2024

Many have noticed that the Contractor for 4th Street Hill has stopped work. The good news is that the contractor has made excellent progress and is ahead of schedule. The 4th Street Hill project is much more than just repaving the road. The road profile and all underground infrastructure is being reconstructed to address the impact of groundwater seepage onto and underneath the roadway. As dirt work progressed, an issue with a Century Link line was discovered creating a conflict with the current plans. The engineering plans are being updated to work around this previously unknown conflict. There are also some issues with  the installation of manholes that need to be reconfigured. Once the contractor and City agree on the work around, work will resume. 

In the meantime, the contractor has been able to open the upper portion of the project allowing for more traffic movement options. Safety features continue to be installed including new crosswalk signalization. The original plans call for Hastings Street to NOT have stop signs at 7th Street. A temporary 4-way stop has been installed to help with traffic in the area as everyone gets accustomed to the new road layout, and until all safety features are fully installed. Staff will monitor traffic in this area to determine if this intersection should be a 4-way stop intersection permanently or if Hastings should be allowed to flow per engineering plans. We ask everyone traveling by car or foot in this area to please respect that this is still a construction zone, and to please go slow and pay extra attention. We also ask that all pedestrians not enter the construction area, especially along the hillside. We have numerous individuals entering the project in the evenings and weekends. There are numerous hazards in the construction zone. PROJECT DESCRIPTION

The City of Delta's intent is to improve 5-6 blocks of Hillside Street, in which pedestrian and intersection improvements will also be completed. Construction will include a full surface rebuild and expansion of the asphalt surface to accommodate addition of bike lanes, construction of a widened sidewalk for pedestrians and addition of pedestrian sidewalk on the west side, retaining walls, and drainage improvements for three blocks. The intersections of Leon St. and Hastings St. with Hillside St. will also be reconfigured to improve visibility, reduce pedestrian/vehicular conflict, and simplify traffic movements.

GEOTECHNICAL ENGINEERING PHASE

COMPLETED - JANUARY 2020

In an effort to ensure structural safety and feasibility of the 4th St Hill Reconstruction Project, the City of Delta contracted, through bid, Huddleston - Berry Engineering and Testing, LLC to conduct Geotechnical services pertaining to the scope of work listed below. On-site and laboratory testing and analysis were completed in January 2020.

GEOTECHNICAL SCOPE OF WORK:

Conduct a subsurface investigation to evaluate the site's subsurface conditions.

Collect and test soil sample to determine engineering lithology at the site.

Provide excavation and construction recommendations.

Evaluate any potential geologic hazards at the site.

"Based upon the available data sources, field investigation, and nature of the proposed construction, HBET (Huddleston - Berry Engineering and Testing) does not believe that there are any geologic conditions that should preclude construction at this site."

REVITALIZING MAIN STREET GRANT (CDOT)

AWARDED - SEPTEMBER 2021

In an effort to provide funding for the project, the City of Delta submitted a Revitalizing Main Street Grant through the Colorado Department of Transportation (CDOT) in May of 2021. The city was subsequently awarded $2,500,000 under this grant on September 7th 2021.

Project Overview

The Hillside St. rebuild project will include full reconstruction of Hillside St. creating the City's first multi-modal corridor, and addressing safety hazards including reconfiguration and potential closure of high accident intersections. Hillside St. connects the City's Main Street (Highway 50) to its residential neighborhoods and elementary schools. The project will also address significant drainage issues that negatively impact the road.

Demolition & Removal: Full depth asphalt milling and storage, removal of existing curb, gutter, sidewalk, guard railing, clearing and grubbing.

Storm water: Installation of storm water controls for construction, installation of pipe, drains, retaining walls, and manholes. Installation of curb and gutter.

DESIGN PHASE

Final Construction Design - KLJ Engineering

Upon receipt of the grant, the City Delta set about retaining a firm to undertake the design and engineering phase. After a RFQ was submitted, a bid was accepted from KLJ Engineering and the next phase of the Hillside Street Reconstruction Project commenced. KLJ submitted the final engineering report in August of 2023. This included finalized routes and plans as well as the newly configured intersections of Leon and 7th and Hastings and 7th.

Traffic Study

As part of the design phase, KLJ Engineering conducted a comprehensive traffic study of the proposed project area to address key problems identified in the grant proposal. In an effort to better inform the design team, especially in terms of community input, the City of Delta and KLJ hosted an Open House for the general public, primarily neighbors and stakeholders.

After a few months of preliminary planning, the City of Delta and KLJ Engineering conducted a meeting to consider input from concerned citizen stakeholders, including residents from affected neighborhoods, and city staff on the two intersections of concern identified in the preliminary traffic study - Hastings and Leon Streets.

Attendees were presented with a few design options at both locations and encouraged to choose which they preferred and why.

The majority who responded preferred the "Double T" configuration for Leon and 7th.
