WISAARD EZ2 Tutorial for HUD Projects
So you got federal funding from HUD, how do I complete the cultural resource review?
This tutorial will guide you through the cultural resource review process for HUD funded projects with a special focus on DAHP's EZ2 module through the WISAARD database.

Before Creating an EZ2: Check if property is already in WISAARD
Please go to our WISAARD Tutorial: Map & Search Basics tutorial to learn how to search properly.
- If the property is in WISAARD, and a determination of eligibility has been made in the past ten years: jump to the "Printing the Historic Property Inventory" step
- If the property is in WISAARD, but there is no determination or the determination is ten years or older: jump to "Creating an EZ2 for an Existing Resource"
- If the property does not exist in WISAARD: jump to "Create an EZ2 for a New Resource"
Creating an EZ2
To utilize the EZ2 function, your project must meet all the following requirements:
- Funded by HUD
- Project is a small-scale renovation on a single building
- Not ground disturbance whatsoever
If the project does not meet these requirements, please proceed to "Completing an EZ/Project Review Form."

Completing an EZ/Project Review Form
If your project does not meet the requirements of an EZ2 or if your EZ2 comes back as eligible, you must then fill out an EZ/Project Review Form.
The form can be found on our website here . For HUD projects, please select the Section 106 version of the form.
Tips for filling out the EZ/Project Review Form
- Fill out the form in its entirety. No blanks!
- If you created an EZ2 in WISAARD, make sure you reference the project number in Section 2 of the form.
- Be as detailed as possible in the narratives in Section 6. The more detail, the less likely we will come back for more information.
- If any buildings involved in the project are over 45 years old, we need multiple photos of the building from different angles to complete our review.

After the EZ/Project Review form is filled out...
Email the form to 106@dahp.wa.gov
You will receive a response from us in the form of a letter or a signed EZ/Project Review form within 30 days.
