The Village updates this interactive map that allows residents to see where the public construction projects are currently underway or will be starting soon. Please note that private construction projects are not found on this website, and for more information on private developments, please visit the Community Development Department website.

Below are detailed descriptions of the infrastructure maintenance programs and public projects currently active. (Please scroll down or use the project links at the top of the page for more information on each project)

Highlands Subdivision Flood Reduction Project - Phase 1 (Master Stormwater Plan)

DESCRIPTION: Phase 1 includes a reconstruction of the southern portion of Nicholas Dowden Park. The softball fields, parking, and sidewalk will all be improved, in addition to providing much-needed stormwater detention storage, giving flood relief to the nearby neighborhoods.

Update: As of February 2024, this project was awarded the American Public Works Association (APWA) Chicago Metro Chapter award for "Project of the Year" in the category of "Environment $5 - $25 Million".

CURRENT PROJECT ACTIVITY: Full establishment of turf grass in the “lower bowl” and side slopes of the basin remains a top priority, and is currently being addressed.

Nicholas Dowden Park North Project

DESCRIPTION: On July 25, 2022 the Village was notified by the Illinois Department of Natural Resources of an OSLAD grant award in the amount of $400,000 for the Nicholas Dowden North project. The project components include: a playground (with zip line), basketball court, 6-pickleball courts, baseball field removal, native swale, linear skate park and walking loop. The existing tennis courts will remain and be resurfaced. The existing hockey rink will also remain. The Village is currently pursuing cost proposals to reconfigure and increase the parking lot to include as part of the project as well.

Butler Lake Park Project

DESCRIPTION: On March 1, 2023, the State of Illinois Department of Natural Resources (IDNR) notified the Village of award of a $469,000 OSLAD grant for the Butler Lake Park Project. The project includes a new recreation space within Butler Lake Park adjacent to the lake, south of the parking lot that connects to the former bandshell area. The current site is a passive portion of the park that gets little, to minimal use. The project will include a playground, plant tunnels, a shelter, permanent game tables (chess, checkers), climbing nets, connected walking path, fitness station and a pollinator garden. Additional parking will also be included.

Watermain Replacement Program (2024)

DESCRIPTION: The Village replaces aging watermain infrastructure annually, targeting areas with a history of costly watermain breaks. The 2024 Watermain Replacement Program will include the following areas: - Cambridge Dr (North of Golf Rd) - Interlaken Court

CURRENT PROJECT ACTIVITY: Utility improvements are completed. This project is now in the punch-list and landscape restoration phase.

Oak Spring Rd Closure - Bridge Replacement (Libertyville Township Road District Project)

NOTE: THIS IS NOT A VILLAGE PROJECT AND INFORMATION IS PROVIDED FOR REFERENCE ONLY. ALL QUESTIONS SHOULD BE DIRECTED TO LIBERTYVILLE TOWNSHIP ROAD DISTRICT.

SEE DESCRIPTION BELOW FROM THE TOWNSHIP AND THEIR REPRESENTATIVES:

On behalf of the Libertyville Township Road District, we wanted to bring to your attention that a project to reconstruct the current Oak Spring Road Bridge over the Des Plaines River is now scheduled. It is anticipated that this project will commence in June 2024.

The project will consist of a full removal and replacement of the existing deteriorated bridge originally constructed in 1967 and pavement reconstruction on the east and west approaches.

Due to the size and nature of a bridge replacement project, it is planned that Oak Spring Road will be CLOSED for the duration of construction from the Des Plaines River Trail to the west and the private driveway at 15463 Oak Spring Road to the east. Local traffic only will be permitted from Appley Avenue/2nd Street to the full closure, and from St. Mary's Road to the full closure. It is anticipated that Lake Minear parking, Des Plaines River Trail path, and all residential driveways and side streets will be accessible throughout the construction duration, however, the LCFPD Canoe Launch parking lot will be closed.

Wedgemere Place Watermain Replacement

DESCRIPTION: The Village replaces aging watermain infrastructure annually, targeting areas with a history of costly watermain breaks. The 2024 Watermain Replacement Program came in under-budget, so an additional watermain replacement project was added to address problematic watermain along Wedgemere Place.

CURRENT PROJECT ACTIVITY: This project is in the close-out phase. Some restoration items (like pavement patching) will occur in Spring 2025.

Golf Road Storm Sewer Repair and Lining Project

DESCRIPTION: Through standard maintenance activities, the Village staff noted the storm sewer pipe connecting Nicholas Dowden Park to Charles Brown Reservoir is deteriorating. The sewer will be lined to preserve the structural integrity of this important piece of stormwater management infrastructure. Additionally, portion of this storm sewer will be replaced as it crosses under Golf Road.

CURRENT PROJECT ACTIVITY: Sewer repair and lining work is completed, and the site has been restored. This project is in the close-out phase.

Copeland Manor Flood Reduction Project

DESCRIPTION: This project is part of the Village's "Stormwater Master Plan" to reduce flooding in vulnerable areas. Storm sewer infrastructure will be upgraded in the vicinity of Fourth Ave, Glendale Rd, Seventh Ave, and Riverside Park to better convey stormwater to the Des Plaines River.

CURRENT PROJECT ACTIVITY: The design process for the Copeland Manor Flood Reduction Project is completes, and the project is current in the Bid-Phase. Construction is anticipated to begin Spring 2025.

An open house was held October 17, 2024, from 4pm to 6pm at Village Hall (118 W Cook Ave) to discuss the project in more detail.  All are invited to come and learn more about the project.  It will be an open house format, so residents are able to attend at their convenience.
