City of Franklin
Geographic Information Systems
A STARTING PLACE
STARTING OUT, THE CITY HAD AS-BUILDS, PLAT DRAWINGS, AND PAPER MAPS DRAWN OVER 50 YEARS AGO...
WITH SEVERE LIMITATIONS, THE DATA FROM THESE OLD MAPS AND DRAWINGS HAD TO BE DIGITIZED, GEO-REFERENCED, AND TRANSFORMED INTO SOMETHING USABLE BY WORKERS AND SUPERVISORS...
MULTIPLE DEPARTMENTS FROM THE CITY AND COUNTY HAD INPUT TO ENSURE THE NEW DATA WOULD WORK FOR EVERYONE, AND IN ANY SITUATION.
DIGITAL TRANSITION
NEW, DIGITAL MAPS WERE CREATED TO CONTAIN AS MUCH INFORMATION AS POSSIBLE.
NEW DATA WAS CREATED TO BE VERSATILE BETWEEN DEPARTMENTS, AND VERIFIED FOR ACCURACY.
AS DATA IS UPDATED, THE CAPABILITIES WITHIN GIS GROW TO PROVIDE NEW TOOLS AND SOLUTIONS, NOT JUST FOR THE MAP USER, BUT FOR ALL DEPARTMENTS.
DATA SHARING
BECAUSE SO MANY DEPARTMENTS AND AGENCIES ARE INVESTED IN GIS, WE CREATED AN ORGANIZATION THAT ALLOWS FOR INTERNAL, REAL-TIME SHARING OF DATA.
FOR EXAMPLE, IF THE WATER CREW NEEDS TO BLOCK A ROAD TO CHANGE A HYDRANT, THE AMBULATORY SERVICE MAP WILL RE-ROUTE EMERGENCY RESPONDERS ACCORDINGLY, AND THE FIRE DEPARTMENT WILL BE NOTIFIED OF THE NEW HYDRANT IMMEDIATELY.
ALTHOUGH MOST OF OUR DATA IS ONLY SHARED INTERNALLY, SOME MAPS CAN BE SHARED PUBLICLY. SIMPSON COUNTY PLANNING AND ZONING HAS PUBLISHED THE ZONING MAP ONLINE, AND HAS BECOME THE MOST VIEWED MAP (OVER 45 VIEWS PER DAY).
GIS FIELD TOOLS
SURVEY123 IS A GIS APP THAT ALLOWS FIELD-WORKERS TO FILL OUT FORMS DIGITALLY, AND SHARE THAT DATA ON THE MAP.
LIFT-STATION INSPECTION FORMS WERE REDESIGNED IN SURVEY123 TO COLLECT VITAL INFORMATION ON SOME OF THE MORE EXPENSIVE INFRASTRUCTURE ASSETS.
EACH TIME A WORKER COMPLETES A LIFT STATION INSPECTION, DATA GOES INTO AN ANALYSIS TOOL USED BY SUPERVISORS.
THIS DATA HELPS DETERMINE CAUSES AND SOLUTIONS OF PROBLEMS FOUND AT LIFT-STATIONS.
PAIRED WITH A BLUETOOTH GNSS (HIGHLY ACCURATE GPS DEVICE), FIELD MAPS IS AN APP THAT CAN PUT WORKERS RIGHT WHERE THEY NEED TO BE.
FIELD MAPS ALSO ALLOWS FOR ATTACHMENTS OR PHOTOS TO BE COLLECTED AND ADDED TO THE DATA IN GIS.
WORKFORCE IS ANOTHER USEFUL GIS APP, ALLOWING SUPERVISORS TO ASSIGN WORK ORDERS TO FIELD-WORKERS.
FIELD-WORKERS ARE UPDATED (REAL-TIME) OF NEW ASSIGNMENTS, AND CAN UPDATE DIGITAL WORK ORDERS AS THEY FINISH UP TASKS.
WORK ORDER APPS ARE CUSTOMIZED WITH COUNTLESS TOOLS, INCLUDING: COST ANALYSIS, TIME NEEDED TO COMPLETE TASKS, LABORER WORKLOADS, STREET AND YARD REPAIR SCHEDULING, AND MORE.
BECAUSE FRANKLIN USES FEMA RATES ON EQUIPMENT, SPECIFIC WORK ORDERS CAN BE EXPORTED AS INVOICES FOR REIMBURSEMENT FOLLOWING EMERGENCY SITUATIONS.
GIS ANALYSIS TOOLS
CUSTOMIZED APPS ARE BEING DEVELOPED REGULARLY TO SOLVE A VARIETY OF PROBLEMS.
THE SLOPE PROFILE TOOLS HELP ASSESS STORMWATER DRAINAGE ANYWHERE IN THE COUNTY (BELOW).
WITH STORMWATER PERMIT UPGRADES AND A WATERSHED PROTECTION PLAN ON THE HORIZON, GIS HAS BECOME MORE THAN JUST A REQUIREMENT, BUT A PREFERRED METHOD OF DATA MANAGEMENT.
3-D GIS TOOLS
AS FRANKLIN AND SIMPSON COUNTY CONTINUE TO ACCELERATE GROWTH, SO DOES OUR GIS. 3D TOOLS HELP MANAGE DEVELOPMENTS AS WELL AS PREPARE FOR EMERGENCY SITUATIONS
MANHOLE DEPTH DATA ALLOWS US TO PEEK UNDERGROUND WITHOUT DIGGING.
3-D DATA IS ESPECIALLY USEFUL FOR STORMWATER AND DRAINAGE PLANNING.
USING 3-D GIS ANALYSIS, WE CAN PLAN FOR FLOODING MITIGATION AND EXAMINE POSSIBLE "WORST-CASE SCENARIO" IMPACTS.
FRANKLIN'S FUTURE WITH GIS
FRANKLIN CURRENTLY MAINTAINS 30+ DATA SHARING GROUPS BETWEEN CITY, COUNTY, AND STATE ENTITIES.
PLANNING & ZONING, OFFICE OF EMERGENCY MANAGEMENT, SIMPSON COUNTY PUBLIC WORKS, WATER DISTRIBUTION, BEAUTIFICATION, WASTEWATER COLLECTIONS, CODE-ENFORCEMENT, AMBULATORY SERVICES, FRANKLIN-SIMPSON FIRE RESCUE, AND THE SHERIFF’S OFFICE ALL SHARE DATA IN REAL-TIME TO PROVIDE THE BEST INFORMATION POSSIBLE.
THE DEVELOPMENT OF THE GIS HUB ALLOWS FOR QUICK COLLABORATION AND INSTANT ACCESS TO DATA FOR ALL PARTIES AS THEY NEED.
THE CITY OF FRANKLIN HAS ALREADY REPLACED SEVERAL PAPER FORMS WITH DIGITAL DATA. AS THIS TREND CONTINUES, GIS WILL SUPPORT MAJOR EXPENSE REDUCTIONS.
GIS WILL ALLOW DECISION MAKERS TO HAVE ALL THE INFORMATION NEEDED TO MAKE PLANNING MORE EFFECTIVE.
THERE ARE SEVERAL DEPARTMENTS WITHIN THAT CITY THAT CURRENTLY USE GIS AND SPATIAL ANALYSIS TOOLS TO MAKE THE CITY MORE EFFICIENT.
THERE ARE COUNTLESS WAYS FOR GIS TO SAVE TIME AND MONEY, AND BY IMPLEMENTING GIS AS THE STANDARD FOR DATA MANAGEMENT, THE CITY CAN EXPECT TO SEE MORE COST SAVINGS, IMPROVEMENTS TO EMERGENCY RESPONSE, MORE EFFECTIVE PLANNING, AND TREMENDOUS IMPROVEMENTS TO EFFICIENCY THROUGHOUT THE CITY OF FRANKLIN.
WITH THE COLLABORATION OF MULTIPLE DEPARTMENTS, THE CITY CAN SAVE HUNDREDS OF THOUSANDS OF DOLLARS ON LABOR AND EQUIPMENT COSTS USING ASSET AND TASK MANAGEMENT IN GIS.
