The Texas Electric Vehicle Infrastructure Buildout Plan

The Texas EV Infrastructure Plan aims to create an EV network with the density, distribution, and power needed to support 1 million electric vehicles. DC Fast charging stations will be spaced every 50 miles along Electric Alternative Fuel Corridors and typically 70 miles apart in other areas of the state. This ensures drivers have multiple EV charging options along their travel routes

Each MPO will be allocated federal funding to support the construction and maintenance of EV charging stations. States develop plans to install chargers in strategic locations, such as high-traffic areas or regions with limited charging infrastructure. This funding comes from the Transportation Bill, known as the Infrastructure Investment and Jobs Act, and is designated exclusively for this purpose.

Outlined in Year Three and beyond will continue the work of building out charging infrastructure inside rural counties, small urban areas, and MPOs. Statewide coverage will improve, and the network will progress into more rural areas of the state. As the charging network spreads to more rural areas the equipment installed may adjust to accommodate varying power supply in the region. A combination of solar/battery equipment may be placed between the charging equipment and the power grid to minimize demand charges and ensure adequate power for 4 ports rated at 150kW per connector.

Types of Electric Vehicle Charging

Electric vehicle (EV) charging is categorized into three levels based on the speed and power of charging: Level 1, Level 2, and Level 3 (commonly known as DC fast charging).

Level 1 charging uses a standard 120-volt household outlet and provides the slowest charging rate, typically adding about 2-5 miles of range per hour, making it ideal for overnight charging at home.

Level 2 charging operates at 240 volts and significantly increases charging speed, delivering 10-60 miles of range per hour depending on the vehicle and charger. This level is common in residential, workplace, and public charging stations.

Level 3 charging, or DC fast charging, uses high-powered direct current to charge batteries rapidly, adding up to 80% of the battery’s capacity in as little as 20-40 minutes. These chargers are primarily found at highway rest stops and commercial locations to support long-distance travel. Each level offers unique benefits tailored to different charging needs and scenarios.

MPOs will identify "study areas" as potential locations for charging stations and the type of charging infrastructure (Level 1, 2, DC Fast). Expanding on the Texas Electric Vehicle Infrastructure Plan, the Longview MPO Electric Vehicle (EV) Infrastructure Charging Plan outlines a comprehensive framework to support EV travel across the greater Longview area. Public input is essential to help identify the best locations for these charging stations.

The Longview MPO Technical Advisory Committee and staff will analyze public input alongside population growth trends, amenities, demographic data, sidewalks, the infrastructure network, current electricity availability, and other transportation planning data to define the study areas. The map shows the current EV charging stations as of November 2024.
