In 2020, Helms launched Oregon's first statewide  Data Strategy . Oregon’s State Data Strategy is a tool designed to help State agencies within the Executive Branch better utilize, manage, govern, use and share the data assets they create and maintain on behalf of Oregonians.

During her time as CDO, Bonaguro has set the goal of empowering the use of data in California and rolled out the  CalData: California's Data Strategy 2020 , the  California Open Data Policy , and the  California Open Data Portal .

Jeff Wolkove

Wolkove established the  Arizona Statewide Data Management Program  and has extensive expertise working with state agencies to better understand their overall data strategy, provide guidance, and assist with aligning current data practices with the State's overall technology vision.

Drew Mingl

Mingl is the architect and content manager for Utah's  Open Data Portal  and  Spending.Utah.gov . He also built Utah's first Criminal Justice Integrated Data System,  JusticeXChange .

Mike Woodford

Mike Woodford is the CDO and Geospatial Information Officer for the State of Idaho, a position in the Information Technology Services Department.

Woodford works with organizations across the state to encourage and support collaborative geospatial and data sharing activities.

Drew Dilly

Drew Dilly is the CDO for the State of Wyoming, a position in the Department of Enterprise Technology Services.

Dilly works on enterprise data planning and design, data security, and data privacy for the state.

Dorman Bazzell

Ed Kelly

Kelly works with state agencies and institutions of higher education to collaboratively  develop data policies , standards, and best practices to improve data governance and management statewide. In 2020, he launched the  Texas Open Data Portal Resource Guide .

Adita Karkera

Karkera was named the Data Leader of the Year at the 2020 Women in IT Award Series. She has worked on the Arkansas data asset inventory system,  Data and Transparency Panel , and cultivating statewide data culture and data literacy.

John Correllus

Correllus directions the  North Carolina Government Data Center  and supports data sharing between state agencies, the development of enterprise solutions and identification of cost savings through fraud and compliance initiatives.

Benefits of a CDO

Responsible data sharing across government agencies enables state governments to provide better and faster services, and provides benefits to the communities and residents they serve while also saving the state valuable time and financial resources.

Indiana - The Indiana Management Performance Hub (MPH) unlocks and leverages data in public-private collaborations, enabling data-driven decision making and improved outcomes.  The return on investment  is $4.50 for every $1 tax payer dollar. Overall, the estimated return on investment to the state is $40 million and the direct value to the state from MPH projects is $18,000,000.

Virginia - The Framework for Addiction Analysis and Community Transformation (FAACT) combines data from a variety of state and local organizations to generate actionable insight about the contributing factors to opioid use and the most effective ways for communities to respond. Data sharing in Virginia has saved lives through providing the infrastructure for government agencies to use data to better allocate resources and make proactive decisions to address the substance use and abuse crisis.  Since the launch of FAACT in 2017, Virginia has seen a decrease in the number of drug overdose deaths involving opioids .

Illinois - The Dynamic Network Analysis (DNA), instituted by the Illinois Health Care Fraud Elimination Task Force, integrates and analyzes Illinois Department of Health and Family Services’ (HFS) Medicaid data as well as data from Medicare, driver’s licenses, business services, death records, and incarcerations to find fraud in the state’s health programs.  The system has helped HFS to save, avoid paying, or recoup $94 million in a single fiscal year .
