Transforming Eagle Rock with Walkable, Bikeable, Safer and Greener Streets

Project Overview

Rock the Boulevard (RTB) will improve and revitalize Eagle Rock Boulevard to make this major corridor through Eagle Rock safe, sustainable, and vibrant. RTB will implement a plan based on community feedback and participation that will stimulate economic growth, make the public right-of-way on the boulevard more visually appealing, and develop an environment where pedestrians, cyclists, transit riders and drivers can safely coexist.

Project Background

Growing out of the community vision known as Rock The Boulevard, this project will explore the possibilities to:

  • Create a long-term vision plan for Eagle Rock Boulevard that will serve as a guide for future design of the boulevard
  • Provide a safe environment for all ages, abilities, and modes of transportation while strengthening relationships among businesses, residents and visitors to Eagle Rock Blvd
  • Stimulate economic growth through greater pedestrian activity and walkable design
  • Improve community health by lowering emissions and  encouraging the use of alternative forms of  transportation - including walking and bicycling
  • Utilize a sustainable approach to stormwater management and landscaping that protects our rivers and oceans
  • Recognize the importance of existing historic resources  along the Boulevard as valuable contributors to the community’s character

A review of existing conditions and earlier community feedback from the original grant effort will be shared as we once again open conversations with community members like YOU for input and ideas for improving the Boulevard.


Project Location

Locations identified for street improvements are Eagle Rock Boulevard between Colorado and York Boulevards, and the neighboring streets of Fair Park Avenue, Ellenwood Drive, Ridgeview Ave, and N. Avenue 46.

Eagle Rock Blvd / York Blvd

South Section - Between York Blvd & Westdale Ave

Five-lane roadway (two northbound and three southbound lanes) with unprotected bike lanes, on-street parking, 29-foot wide medians, 17 feet of which are raised and landscaped with trees and turf, 15-foot wide sidewalks on the west side of the corridor and 13-foot wide sidewalks on the east side. Both sidewalks have tree wells with no turf or landscaped parkways.

Central Section - Between Westdale Ave & Fair Park Ave

Four-lane roadway (two northbound and two southbound lanes) with unprotected bike lanes, on-street parking, 18-foot wide medians, 4 to 14 feet of which are raised and landscaped with trees, plants, and turf, 10-foot wide sidewalks with 4-foot wide turf parkways throughout both sides of the corridor

North Section - Between Fair Park Ave & Colorado Blvd

Four-lane roadway (two northbound and two southbound lanes) with unprotected bike lanes, on-street parking, 20-foot wide medians, 6 to 17 feet of which are raised and landscaped with trees, plants, and turf, 10-foot wide sidewalks along both sides of the corridor with 4-foot wide turf parkways

Between Eagle Rock Blvd & Maywood Ave

Three-lane roadway (one westbound lane, one eastbound lane, and a center turn lane), unprotected bike lanes, on-street parking, 50-foot wide sidewalks with 44-foot wide turf and landscaped parkway along both sides of the corridor

Between Colorado Blvd & Ridgeview Ave

Two-lane roadway (one northbound lane and one eastbound lane), on-street parking, 10-foot wide sidewalks along both sides of the corridor with 4-foot wide turf parkways

Two-lane roadway (one westbound lane and one eastbound lane), on-street parking, 10-foot wide sidewalks along both sides of the corridor with 4-foot wide turf parkways

Two-lane roadway (one northbound lane and one southbound lane), speed humps, on-street parking, 12-foot wide sidewalks along both sides of the corridor with 6-foot wide turf parkways

Design Possibilities

The conversation will focus on implementing holistic street improvements for Eagle Rock Boulevard, spanning the entire public right-of-way from property line to property line. The types of streetscape improvements that will be discussed for implementation include, but are not limited to, the following:

  • Sidewalks and curb ramps
  • Traffic safety
  • Protected bike lanes
  • Improved bus stops and shade trees
  • Modifications to traffic medians
  • Street amenities, such as: bike racks, benches, litter receptacles, pedestrian-level lighting
  • Cultural and historic placemaking elements or neighborhood markers or placemaking

Timeline & Next Steps

Next Steps: Design 2021-2023

The project will be managed by StreetsLA. As design concepts continue to evolve and get refined, StreetsLA will continue to engage our community partners so that the project continues to reflect the community's vision, while still delivering a project that conforms to grant requirements, complies with City policies and applicable laws, and meets the project budget and schedule. 2020

StreetsLA in coordination with Council District 14 secured $18.48M in funding for the Eagle Rock Blvd Multi-Modal Transportation Improvements Project through the 710 North Mobility Improvements Projects.

2019

Caltrans & Metro approved allocating remaining funds from the discontinued 710 North freeway extension to support neighborhood mobility improvements projects.

2018

> January to May of 2018, community workshops for Rock the Blvd were held. The workshop activities engaged community members in identifying challenges and opportunities in the project area and introduced members to potential solutions and new possibilities. The community input was then synthesized to develop the overall big vision for Rock the Blvd through the initial grant process.

> June of 2018, a grant application for Rock the Blvd was submitted for funding through the Active Transportation Program (ATP).
