Office of Geospatial Information
Location analytics/intelligence expertise within Missouri state government.
The Missouri Office of Geospatial Information (OGI) is located in the Office of Administration (OA)/ Information Technology Services Division (ITSD).

OA supports the business side of running governmental agencies. Besides information technology, OA responsibilities include functions such as human resources, accounting, facilities management, and general services: state surplus, fleet management, state printing and recycling.
ITSD makes up approximately half (over 900) of the total number of OA employees.
ITSD supports the executive branch of Missouri state government. This includes 14 of the 16 executive agencies and the Governor's Office.
ITSD support includes a range of services, including offices for network/telecommunications, the state data center, cybersecurity, application development and geospatial information. The majority of functions are centralized, with an office providing services to all 14 agencies.

Support of the Executive branch is specific. OGI does not extend to support of the Legislative branch (House and Senate), or the Judicial branch. Offices such as the Secretary of State, or the State Auditor also fall outside this umbrella.

The two executive agencies that aren't directly supported by OGI are MoDOT and Conservation (MDC). There are also a few divisions within Department of Public Safety that are separate. Highway Patrol is one of these. All 3 manage their own GIS support.
The distinction is based on funding. MoDOT and MDC are supported by a specific tax, rather than budgets allocated by the Legislative branch (the General Assembly).

Measured by number of applications, the highest number of public facing apps is found in the Department of Natural Resources.

Measured by number of software installations, the largest user base is Department of Transportation.

The Office of Geospatial Information is responsible for the full range of infrastructure required to support both on premise and cloud based GIS. (GIS, or geographic information system, being a common term for location analysis technology.) The State of Missouri is standardized on the platform, Esri, which is also the industry standard.

Staff
OGI is a staff of 16. The office is focused on supporting state agencies, which aligns with our funding and the role of ITSD support.
Small project work (40 hours or less) can be completed and billed back to the agency through existing funding codes, created for this purpose.
Larger projects require a more formal project request process which includes:
- A formal business case including:
- Scope of work
- Estimated hours
- Software / hardware: initial purchase and ongoing maintenance requirements
- Funding
Major Initiatives:
In 2024, the Missouri Legislators approved a $3.3M for GIS expansion. These ongoing funds will be used for:
- An Enterprise License Agreement with Esri to provide GIS software to the agencies supported by OGI.
- An increase of 3 additional staff
- Funding to support Missouri's GIS clearinghouse , hosted by the University of Missouri.
