When looking at commercially zoned parcels from a city-wide perspective, there are several  general commercial  (in red) areas around key interchanges and corridors. The blue area at the marina is  waterfront commercial , while the purple area is Town Core, which is governed by the  Downtown Mixed Use Master Plan , adopted in 2007.

The downtown "Town Core" as defined in the  Downtown Mixed Use Master Plan  is developed "to enhance the vibrant, pedestrian-oriented character of First Street." Mixed use within the zone is primarily vertical mixed use with retail/commercial on the ground and residential or commercial above.

The  Waterfront Commercial  district provides opportunities for waterfront-related development around the Benicia marina and shoreline.

The  General Commercial  areas north and east of downtown support a "full range of retail and service businesses...and certain limited manufacturing uses that have impacts comparable to the retail and service uses."

The  Commercial Office  district adjacent to the general commercial areas allows for offices of residential scale and for residential development that is protected from more intense levels of retail commercial activity.

It should be noted that the City is conducting an  Eastern G  ateway  plan to designate areas around the intersection of Military East and East 5th Street as a mixed-use activity center with new multi-family housing options.

All industrially zoned parcels are located on the eastern side of Benicia, within existing industrial parks or along the bay at established port and industrial operations.

 Limited Industrial  the Limited Industrial District (IL) protects areas appropriate for business, commercial services and light manufacturing from adverse effects of retail or general industrial uses.

 General Industrial  the General Industrial District (IG) provides sites for manufacturing, industrial processing, general service and distribution uses.

 Water Related Industrial  the Water-Related Industrial District (IW) protects sites for port-priority uses and to provide opportunities for water-related industry and marine services supporting the Port of Benicia.

 Industrial Park  the Industrial Park District (IP) provides sites in landscaped settings for industrial office centers, research and development facilities, limited industrial activities and small-scale warehousing distribution.
