Broadway Sur: a One Infrastructure Project
A community-driven equity project providing active transportation, urban greening, and stormwater capture improvements.
Project Overview
This project will transform West Manchester Avenue and South Broadway into corridors of open space that are safer, more mobile, and sustainable. Project elements include: protected bike lanes, improved medians, pedestrian refuge islands, curb extensions, sidewalk improvements, upgraded access ramps, pedestrian signals, improved bus stops, shade trees, landscaping, bioswales, and stormwater capture and reuse.
By integrating safety and mobility, urban greening, and stormwater capture, all prioritized and informed by the community, Broadway Sur can realize a holistic “One Infrastructure” vision.
Project Background
Broadway Sur is the culmination of a collaborative community-driven process that began in 2015 and will continue throughout the life of the project.
With the goal of creating better streets, Councilmember Marqueece Harris-Dawson initiated a community process to envision the future for Broadway South. A plan for the West Manchester Avenue and South Broadway corridors was created in collaboration with community partners to benefit a historically underserved community. The plan is truly community-driven—nearly 1,300 community members participated in a variety of events to share their thoughts and ideas. With this robust feedback, we have conceived a vision for an enhanced pedestrian environment, community green space, and improved safety.
To realize the community's vision, StreetsLA has led efforts to win significant funding for the Broadway Sur project--and we continue to pursue grants and other partnerships to ensure an integrated and successful project.
Broadway Our Way
Community members shared their ideas for programming the underutilized medians along South Broadway. This potential aspect of the Broadway Sur project would create a green linear park space with pedestrian paths punctuated with cultural and recreational amenities. Additional grant funding for this element is being pursued but is not yet secured.
Project Location
The project is located along 2.8-miles of streets along West Manchester Avenue (Vermont Avenue to S Broadway) and South Broadway (Manchester Avenue to Imperial Hwy) in South LA, Council District 8. The corridors are home to 14 public schools serving approximately 9,000 students, residential and commercial districts, and a number of community destinations such as libraries, healthcare facilities, and social service centers that serve residents of the surrounding neighborhoods.
These corridors are gateways into South Los Angeles that connect our diverse neighborhoods. However, while the current streets are designed to move cars and trucks, most of our community members don’t own cars and instead walk, bike, or ride transit for their daily trips. The streets also lack trees and green space to provide much-needed shade and help improve air quality to combat exposure from nearby freeways.
Also at this Location
There are several developments, including a Homeless Services Navigation Center, four affordable housing projects and a newly renovated pool at Algin Sutton, that have recently been completed or are currently underway to provide services to the community as well as additional infrastructure improvements to create a safer and more livable neighborhood.

Next Steps: Construction 2023 - 2027
Construction for the California Natural Resources Agency urban greening project elements will take place in Fall/Winter 2023. Construction for the ATP and Measure W project elements will take place in Summer/Fall 2025 and be completed by December 2027.
Next Steps: Design 2021 - 2023
The project will be managed by StreetsLA and designed by a team of consultants. As design concepts continue to evolve and get refined, StreetsLA will continue to engage our community partners so that the project continues to reflect the community's vision, while still delivering a project that conforms to grant requirements, complies with City policies and applicable laws, and meets the project budget and schedule. 2021
> StreetsLA begins design work with a team of consultants.
> In April, the State of California Natural Resources Agency awarded $713,804 for urban greening. In June, the Safe Clean Water Program recommended the project in the Stormwater Investment Plan for $11.719M. USDOT also awarded $18M.
2020
> StreetsLA repaired pavement and LADOT implemented a Vision Zero safety project that includes protected bike lanes on Broadway from Manchester Avenue to Imperial Hwy.
> The Office of Councilmember Harris-Dawson and StreetsLA begin community meetings to develop the design for the “Broadway Our Way” median park
2018 - 2019
> In May 2019, Caltrans awarded $24.821M in Active Transportation Program (ATP) funding for safety, beautification, and landscaping improvements, the result of an application by the Office of Councilmember Harris-Dawson and StreetsLA in 2018.
> In Fall 2019, the Office of Councilmember Harris-Dawson directed LADOT to develop a version of the project that immediately addresses traffic safety.
2017 - 2018
Focus groups, surveys, presentations, and multiple community events were held to engage residents in the process of envisioning improvements to the streets and public spaces and prioritizing the possibilities. These events gathered feedback from over 1,300 residents.
2016
The Office of Councilmember Marqueece Harris-Dawson, community organizations and local schools hosted a series of “walk audits” and clean-ups to identify sidewalk barriers and beautify the neighborhood.
2015
> Following initial discussions with key stakeholders and community leaders, the City Council Office hosted activation events along Broadway to encourage use of public spaces and illustrate the possibilities for street improvements in the area.
> The Community Advisory Council (CAC) was formed, comprised of 15 leaders from neighborhood councils, block clubs, schools, faith-based organizations, and community based organizations, to directly advise the project team on the best approaches to community engagement and design solutions.
