Background
This area was included in the Aroostook County Transportation Study that began in 1999 to study the need for better mobility in the area. The Presque Isle By-Pass project is a result of that study. As part of the National Environmental Policy Act (NEPA), an Environmental Impact Statement (EIS) was completed in January 2013. In April of that year, the Federal Highway Administration (FHWA) issued a Record of Decision (ROD) that approved the project and preferred alternative.
The Purpose and Need as determined in the study is as follows:
improve mobility by reducing travel times,
improve public safety downtown by reducing conflicts,
reduce unsafe speed differentials along Route 1,
improve safety at existing high crash locations, and
to provide better access to the eastside of Presque Isle.
The project will enhance regional transportation by improving connectivity and reducing travel time, which will improve traffic flow and mobility downtown. The project consists of new highway and bridge construction with reconstruction of sideroads.
The first phase of this project was constructed in 2018. The current project consists of the second phase and is further described below.
Proposed Scope of Work
The Scope of Work for this phase of the project consists of new highway construction from near the Westfield town line to Conant Road, where it will connect with the first phase of the project.
