Susceptibility to Change leverages parcel-level geospatial data on the age, value, and area of structures to determine the relative likelihood that a specific parcel will be redeveloped in the future. Higher susceptibilities are associated with parcels that are older, have a smaller improvement value, and have low lot-coverage. This analysis helps highlight what properties are more likely to be redeveloped in the future and present opportunity to expand trail connections.

Network Connectivity looks at key assets the waterway corridors offer including: land and water transit connection; active and passive open space recreation; and aquatic and riparian opportunities to support more diverse habitat and wildlife. The analysis metrics for these categories are based on proximity to existing network assets (e.g. trail connection, bike route, aquatic opportunities). This analysis helps highlight where there are opportunities for greater network connectivity from trails to transit.

Equity utilizes the Environmental Protection Agency’s Environmental Justice Screening and Mapping Tool and the Council of Environmental Quality’s (CEQ) Climate and Economic Justice Screening Tool. These tools use a consistent methodology based on federal datasets that combine environmental and demographic indicators into environmental justice indexes. Federal agencies use this tool to apply 40% of the overall benefits of the Justice40 Initiative that invests in climate, clean energy, health and related areas to disadvantaged communities. This analysis helps highlight where there are opportunities to improve social and environmental inequity.

Environment focuses on the potential for the river edges to add tree and plant coverage to improve air quality, capture stormwater and reduce surface temperatures. This analysis works in conjunction with “Equity” where tree canopy can help address health risks in disadvantaged communities more prone to experiencing these burdens.
