Changes for SY2023-2024

A summary of Annual Review decisions impacting the 2023-24 school year.

Baltimore City Public Schools is committed to providing great school options to all students. The district closed several programs as of June 30, 2023, renewed contracts at high-performing operator schools, reconfigured grades for programs, surplused buildings to Baltimore City, and relocated programs. On February 14, 2023, the Board of School Commissioners voted on the 2022-23 Annual Review Recommendations Report.

CLOSING PROGRAMS | As Baltimore City Public Schools is committed to providing great school options to all students, Annual School Review recommendations focus on aligning schools to better serve students. Student enrollment trends, age and condition of school buildings, transportation, educational programs, demographics, finances, student relocation, and neighborhood and community impacts inform the Annual School Review recommendations. At the conclusion of the Annual Review in January 2022, the Board of School Commissioners voted to close Eutaw-Marshburn Elementary School #11, Steuart Hill Academic Academy #4, and New Era Academy #422 in June of 2023. No additional programs were recommended to close after the 2022-23 school year.

SURPLUS UPDATES & ADDITIONS | City Schools had originally recommended to surplus the #160 Dr. Carter G. Woodson building and #181 Southside building in summer 2023, but those recommendations were rescinded in 2022. There is currently an Expression of Interest (EOI) underway for these two locations. The Board voted in January 2023 to change the surplus dates for three buildings: the #401 Northwestern High School building, the #181 Thurgood Marshall building, and the #255 Southeast Middle building. #11 Eutaw-Marshburn E and #4 Steuart Hill Elementary buildings will be surplused once the programs close, June 2023..

ENROLLMENT CAPS | Seven schools were approved by the School Board to increase or decrease their enrollment caps in 2023-24.

OPERATOR RENEWALS | Based on recommendation of staff and feedback from school operators and other stakeholders following the normal feedback and review cycle, the Baltimore City Board of School Commissioners approved a total of 11 schools with non-traditional management to extend their contracts. Five of those contracts were renewed for three years (one with conditions), one was renewed for five years, and five were renewed for eight years (two with conditions).

GRADE ADDITIONS | Two charter programs were approved by the Board to add grades in 2023-24. These are part of their approved initial application which called for adding grades year by year.

PROGRAM MOVEMENTS | In the past year, two 21st Century schools moved back to their newly renovated/additioned schools from temporary locations; one 21st Century school moved into a temporary location; and one alternative program changed its home location.
