To address these potential threats, the Office of Emergency Management publishes the City of Arlington Emergency Management Plan (EMP). This plan provides the framework upon which the city prepares for, responds to, and performs its emergency response functions during times of natural or man-made emergencies.

The plan is based on the four phases of Emergency Management which are Mitigation (Activities that reduce or eliminate the probability of disaster or damage); Preparedness (Activities that government, organizations, and individuals develop to save lives and property); Response (Actions that minimize the loss of life and property and provide emergency assistance); and Recovery (Short and long-term activities that restore city operations and help return the community to a normal state).

The entertainment district is said to be the main attraction center in Arlington. During special events such as football games, baseball games and concerts, many people will be in attendance from all over the states. Due to this, the office of emergency management continues to be in communication with its emergency affiliates to gradually improve the plan of response if and when an attack occurs.
