For each congressional district, workdays at risk were generated by averaging workdays at risk for the counties comprising a congressional district. Earnings at risk were calculated by totaling the earnings at risk for the counties comprising a congressional district. Furthermore, all numbers were rounded to the nearest whole number. As a result, there are some congressional districts for which the number of workdays at risk round down to zero, but for which there are earnings at risk listed. This is because there are one or more counties within the congressional district with a small amount of worktime at risk, and we included the associated earnings at risk in those instances.

There are also instances in which counties fall within multiple congressional districts. We include the workdays and earnings at risk data for those counties in each of the congressional districts that they fall within. As a result, we do not recommend adding or averaging the congressional district data to produce state- or national-level information. We have provided state- and national-level estimates for these values in complimentary datasets.
