What is an ETJ?
An Extra Territorial Jurisdiction(ETJ) is an area outside of a cities contiguous boundary that the City applies planning and inspection services to.
The City of Kings Mountain previously exhibited a 2-mile Extra Territorial Jurisdiction.
You can see that ETJs are not uncommon. The City of Shelby and the Town of Boiling Springs also observe an ETJ.
What Happened?
As of September 24th, 2024, the City of Kings Mountain approved a new ETJ boundary that extends up to 1 mile beyond it's contiguous City Limits.
Here you can see the changes to the ETJ boundary:
- In GREEN are properties that are INSIDE the new 1 mile ETJ Boundary.
- These will stay in Kings Mountain's Jurisdiction.
- In RED are properties that are OUTSIDE the new 1 mile ETJ Boundary.
- These will move to Cleveland County's Jurisdiction.

What do I do if my property is being relinquished by the City of Kings Mountain but I have pre-existing permits?
The City of Kings Mountain will provide inspections for all valid permits issued prior to ETJ relinquishment. You do not need to request a new permit through Cleveland County.
I need to request a building permit or schedule an inspection. Who do I contact?
If Cleveland County has officially approved new Zoning Districts; Contact the Cleveland County Planning office. If Cleveland County has NOT officially approved new Zoning Districts yet, you will need to contact the City of Kings Mountain.
