According to the Migration Policy Institute, there was a 69.5% increase in the foreign-born population from the years 2000-2019 in the state of Florida, which can account more generally for the immigrant surge.

Because of the large Cuban and overall large immigrant population, a social and economic enclave is forming which allows for recent immigrants to have more local opportunities for economic and social growth. This helps to solidfy personal identities and attract more immigrants to the area (Grigsby et al., 2018).

Until 1980, the Cuban population was preferentially treated by the U.S government following the 1959 Revolution, and were given "one of the most generous benefits package" (Martinez 2020). After 1980, the public image of the Cuban population shifted from "accepted refugees" to "unwanted exiles" (Portes and Puhrmann 2015). This shift meant that refugees coming into Miami no longer had the same economic benefits as those Cuban citizens who immigrated prior to the 80s. Because of the new arrivals' lower education/economic status, they were exiled from the existing economic enclave in Miami. Research clearly shows how Cuban immigrants thereafter declined in average household income and the Cuban poverty rate increased (Bloemraad, et al., 2008). Perhaps this shift could account for Cuban immigrants to settle in other areas outside the already established enclaves of Miami to Town 'n Country to create their own enclave.

In 1994, the immigration agreement between the U.S and Cuba granted Cuban citizens arriving on U.S shores asylum and a fast-track process toward permanent residence and citizenship.

In 2007, the Cuban Family Reunification Parole Program was created, allowing for U.S citizens and residents to apply for parole for their family members in Cuba. This program would help to exponentially grow the Cuban population in Town 'n Country and could account for the higher persons per household and intergenerational households in the area (see Demographics section below for exact data).

When President Barack Obama reopened relations with Cuba in 2014, there was a surge in immigration according to the Migration Policy Institute due to the anticipation of the end of Clinton's "Wet feet, Dry feet" policy.

But when President Obama ended the policy around 2017, the dramatic increase in the population of Town 'n Country that is not a citizen could also be due to the loss of benefits and expedited track to citizenship for the Cuban population in the area.
