What is the Transportation Improvement Program (TIP)?
The Transportation Improvement Program, or TIP, serves as a short-term programming document that provides an overview of how transportation revenues will be invested over a five-year (5) period by state and local agencies. The program includes a list of multi-modal transportation projects, such as highway, transit and bicycle, which are dedicated to preserving and maintaining the system or improving its safety, reliability and economic vitality in the region. All regionally significant projects in the MPO planning area approved for federal funding must be listed in the MPO TIP. The local program included in the TIP is developed by the MPO in consultation with the local agency of jurisdiction while the State programs are provided to the MPO by the State DOTs.
Funds for the TIP come from federal programs with a match of state and/or local funding. The federal programs include the National Highway Performance Program (NHPP), Surface Transportation Block Grant Program (STBG), Highway Safety Improvement Program (HSIP), Congestion Mitigation and Air Quality (CMAQ), and various highway, bridge and transit funding. Highway projects typically proceed in phases (preliminary engineering, right-of-way acquisition, construction). Each phase is included in the TIP, showing funding and anticipated schedule. Transit projects are programmed in the TIP according to the annual grant application cycle. The designated state or local lead agency is responsible for ensuring that its project moves forward to completion as programmed.
For each new TIP, the Evansville MPO holds a public review period which is scheduled for a minimum of 30 days prior to the adoption date. The review period for the 2026-2030 TIP has been advertised for March 17 to April 16, 2025 with adoption anticipated at the May 8, 2025 Policy Committee meeting.
