Activating Memphis 3.0
Accelerate Memphis, an implementation tool of Memphis 3.0, is a historic $200 million public investment initiative created to facilitate catalytic community projects in neighborhoods experiencing historic disinvestment and underrepresentation. Funding is divided into three major investment categories, with $75 million dedicated to Activating Memphis 3.0
The Division of Planning and Development is responsible for the coordination and delivery of all Activating Memphis 3.0 projects. Working with teams of engineers, designers, and construction managers, the Division of Planning and Development is overseeing the implementation of these public improvements at 35 sites across Memphis, including:
- 9 Large Scale Investments ($36 million)
- 23 Early-Stage Investments ($9.2 million)
- 3 Intersection Safety Improvements ($3.6 million)
The nearly $50 million investment projects are expected to be complete by the end of 2023 and are intended to serve as a catalyst for future development opportunities.
An additional 10 anchor sites will receive traffic and pedestrian signal modernization, managed by the City’s Division of Engineering.
Large Scale Investments
Nine anchor areas are receiving approximately $4 million each in public improvements. Anchor areas were selected based on proximity to high frequency transit or the planned bus rapid transit, and exhibit opportunities of potential private investment based on the implementation of public investments.
Investments include street redesign to prioritize safety, new community greenspaces, gateway signage, walking/biking trails, intersection improvements, improved or new sidewalks, and railroad underpass improvements.
Early-Stage Investments
A mix of 23 Nurture and Accelerate anchors, identified in Memphis 3.0, are receiving $400,000 each for public infrastructure improvements. Nurture anchors typically do not have sufficient private market-led activity to drive desired change and rely more on public investments. Accelerate anchors typically have greater potential for private investment on the heels of public investment.
Investments include new sidewalks, improved crosswalks, medians, signal improvements, and public plaza space.
Intersection Safety Improvements
Three intersections identified in Memphis 3.0 are receiving $1.2 million each in safety improvements. Each intersection exhibits a need for improvements to enhance the safety of pedestrians, cyclists, and drivers.
Investments include intersection redesign, improved lighting, signal upgrades, crosswalk improvements, traffic/pedestrian signal upgrades, new or improved bike lanes, and ADA improvements.
