With clear boundaries, Nora Center is a Village Mixed-Use land use with a Town Center overlay according to the 2021 Marion County Comprehensive Land Use Plan .

Greater Nora
The greater Nora community is defined more by a sense of place and proximity than defined boundaries.

Nora-Northside Community
Though Nora has been part of the greater Indianapolis metropolitan area since city and county governments consolidated in 1971, it doesn’t have firm boundaries because Nora was never incorporated.
Today, the boundaries of the Nora-Northside Community are commonly accepted as the area defined by the Nora-Northside Community Council (NCC), established in 1967.
