The purpose of the ordinance is to establish a systematic process to begin registration and inspection of hotels and motels within the City to ensure minimum housing and property maintenance standards are met; thereby further promoting the protection of life, health and safety, and continued improvement in the quality of lodging in Plano.
- All Hotels / Motels with four or more rooms and are five years old or older must register with the City of Plano on or before April 30th each year.
- All registration applications shall include the names of property owner(s), designated employees or authorized representatives, addresses, telephone numbers, and include any emergency contacts.
- An $8 per Hotel/Motel room fee must be submitted with the annual registration form each year, unless the Hotel/Motel earned or holds a valid inspection waiver, earned during a previous inspection year. Hotels/Motels that have a valid inspection waiver shall submit an annual fee of $250.
- There is no charge for the initial inspection and first re-inspection. There is a $250 charge for a required second re-inspection of a room or public area and a $500 charge for a required third or subsequent re-inspection of room or public area.

Sean is assigned to multi-family communities within the city and inspects multi-family properties to ensure they are maintaining their property and meeting city code requirements. Pamela Acevedo has been serving the City of Plano since 2016 as a Property Standards Specialist. Pamela is a certified Code Enforcement Officer with the State of Texas. As a Code Enforcement Officer, she has specialized in residential, commercial and industrial districts inspections for compliance with City code and zoning ordinances. She possess experience and knowledge in the multi-family industry which has brought her in to be a part of the multi-family Registration and Inspection Program team. Scott Neumeyer has been serving the City of Plano since 2000. In 2005 Scott was promoted to Supervisor and in 2012 Scott began supervising the Rental Registration and Inspection Division where he continues to strive to maintain the multi-family communities within our city. Scott is a certified Code Officer with the State of Texas. He also hold certifications by the International Code Council as a Property Maintenance and Housing Inspector, as well as a certified Zoning Inspector.

The Hotels/Motels Inspection Program keeps Hotels/Motels accountable for maintaining property maintenance standards and keeping Plano the City of Excellence.

Exterior Maintenance
- Parking Lots / Sidewalks / Common Areas Striped and easily visible parking lot spaces that are properly surfaced, well maintained and free of deteriorated surfaces, potholes, tripping or other hazards Well maintained, clean, sanitary and secure swimming pools, spas, laundry facilities, mail areas, recreation facilities, courts and open spaces
- Foundations / Roof / Gutters / Downspouts Structurally sound without holes or gaps Intact shingles and flashing that is structurally sound and free of leaks Properly attached and unobstructed for discharge of drain water
- Stairways / Porches / Decks / Balconies Evenly spaced steps with firmly anchored hand and guard rails
- Windows / Doors / Chimneys Secure doorframe molding that is weather tight, rodent proof, free of loose, broken or deteriorated materials Working hardware with readily operable locks that tightly secure exterior doors
- Walls / Overhangs / Painted Surfaces Weather protected and intact with non peeling, chipping or flaking paint that is free from rot Visibly posted building and unit numbers
- Yard / Fences / Accessory Structures Grass and weeds maintained less than 12” in height graded for proper drainage Permitted and properly located with no damaged, missing or leaning sections
- Electrical / Other Adequate and properly installed wiring, fixtures and outlets with cover plates on all outlets and service panels Property maintained free of rodent infestation and accumulated debris with adequate trash and/or recycling facilities
Interior Maintenance
- Windows / Doors Easily operable weather tight frames and windowpanes free of broken or cracked glass and loose or deteriorated materials
- Walls / Ceilings / Floors Minimum 7’ceiling height without water damage or defective surface conditions Structurally sound and free of tripping hazards
- Hallways / Stairs / Landings Clear pathways capable of supporting imposed loads with securely attached hand and guard rails
- Electrical / Mechanical / Plumbing Properly installed service panel, outlets, plumbing and heating system free of electrical hazards with all unused gas lines adequately capped
- Fire Protection Properly installed and working smoke detectors in each room used for sleeping purposes, within close proximity to all sleeping areas and on each level Sufficient fire resistant walls and floors with unobstructed egress
- Bedrooms Sleeping area of 70 sq ft / 1 occupant; 50 sq ft / >1 occupant with accessible water closet, proper lighting, ventilation and egress

The hotel and motel properties on this map represent the properties that have earned and are currently under an inspection exemption from the annual inspection process. These properties have maintained the required property maintenance standards that have been set. Inspection Exemptions are earned when a property receives both an “A” for their overall interior and exterior inspection grades. The exemption will last (2) years unless a valid complaint is received prior to the next scheduled annual inspection.
