
AZGeo Ownership Validation Tool
The Data Supply Chain allows for local agencies to collaborate with the state in order to provide and share their data and information. This supply chain is used in many facets; centerline data, functional classification and ownership validation. With local agencies providing valuable information and data to the state, our partnership and data quality overall rises. To make the supply chain more efficient, AZGeo apps have been created to establish new and easier workflows for reporting data/change in data. There are two AZGeo apps for this process, Change Request Tool and the Centerline Unification tool.

What is AZGeo?
AZGeo data hub is a repository where agencies, data owners, and data providers can publish all kinds of data for people to use. Searching different types of data will allow you to find data and information that you need. What is Ownership and Maintainership? Why is it important?
Road ownership, at its root, is exactly what it sounds like. Who owns the roadway and where that ownership ends. In the view of HPMS, road ownership is most important in looking at the distinction between public and private ownership. While HPMS requires reporting on roads regardless of ownership, this plays into reporting of Certified Public Miles (CPM) and even the National Highway System (NHS). It also plays a role in many other data items needed for HPMS.
Maintainership is really just who maintains the roadway. In many cases, this is the same as the owner of the roadway, however, there are times where this is not the case and the maintainer is different from the owner. This is reported slightly different though, as maintenance is reported in full extent, only where there is already collected data. This could be because of a county island, or where a roadway crosses boundaries. Regardless of this, it is still required to be reported on for HPMS purposes. This works in a similar way to ownership.
Understanding who owns and maintains roadways throughout the state is important to ADOT for the overall CPM for the state and in maintaining the statewide road network. This is because CPM only includes public roadways that are; owned or operated by a public authority, passable by a standard passenger car, and not a gated private roadway. The word public refers to both ownership and the mobility of the roadway, rather than the ownership on its own.While publicly operated and owned is a staple of public roadways, this is not required to be a valid public roadway. However this is important in accurately reporting CPM for the state.
Submitting Ownership Validation on the AZGeo Request tool
Unlike Functional Classification changes, ownership validation is more up to the discretion of the agency to decide whether or not they care to correct or validate ADOT’s ownership records. Where this becomes important is in reporting ownership for CPM purposes, as if there are roads that are not being counted or roads that are, it is important that ADOT be aware of that. Track your Request
After you have finished this request, you will receive an email with all the information on the request. You will be able to monitor the status of your request in the Ticket Manager Application here: https://azgeo.az.gov/AdotTicketManagement/ .
On this page you will see all the information on the request and a timeline bar that will allow you to monitor this. You may also make comments on it and tag emails of people you need to contact. ADOT and FHWA will approve or deny your request in this application, you will see this in the progress bar. You will receive an email once your request has been approved.
