CRPC: Safe Streets and Roads for All (SS4A)

Safety Action Plan

Vision Zero

Roadway Fatalities are increasing every year in the United States and in the CRPC region. The Goal of Vision Zero is to eliminate roadway fatalities and serious injuries. The CRPC region has received a grant through the US Department of Transportation's Safe Streets for All grant program to look at ways to work toward the goal of Vision Zero and to create a Safety Action Plan.

The Plan will look at the CRPC region through the lens of the Safe System Approach. The Safe System Approach works by building and reinforcing multiple layers of protection to both prevent crashes from happening in the first place and minimize the harm caused to those involved when crashes do occur.

This is a shift from a conventional safety approach because it focuses on both human mistakes AND human vulnerability and designs a system with many redundancies in place to protect everyone.

Why Do We Need a Safety Action Plan?

There were 46,270 fatalities U.S. Roads in 2022 (National Safety Council).

That is an increase of 9% since 2020.

Pedestrian fatalities increased over 45% in the decade from 2010 to 2019.

There were 719 fatalities from vehicular incidents from 2017 to 2021 in the CRPC region alone.

Of the 165,430 crashes that occurred from 2017 to 2021, 304 involved pedestrians and 64 involved bicyclists * .

What Can We Do to Improve?

The Safe System Approach

The Safe System Approach is built upon 6 guiding principles supporting 5 objectives.

The approach works by building and reinforcing multiple layers of protection to both:

1. Prevent crashes from happening in the first place and

2. Minimize the harm caused to those involved when crashes do occur

Safe Systems Guiding Principles

Safe Systems Principles will guide planning efforts. A Safety Analysis will be conducted and the resulting Safety Action Plan will be built upon Community Input with Equity as guiding factor.
