Overview
On October 15, 2024, at approximately 7pm, the EPA was notified by the National Response Center (NRC) of a discharge of estimated 1,000 barrels of crude oil from Energy Transfer’s transmission pipeline in Huffman, TX. According to the NRC Report, the spill occurred when third party struck a 10-inch transmission pipeline by accident, causing 1,000 barrels of crude oil to enter a storm drain. While the storm drain connects to Luce Bayou, the oil did not enter the bayou. The spill is a major discharge as defined in § 300.5 of the National Oil Pollution Act and Hazardous Substances Contingency Plan. Approximately 3,857 live within a 3-mile radius of the incident location.
The spill location is in the EPA Area of Responsibility, and EPA is the lead agency.
Air Monitoring
The EPA conducted community air monitoring using a Draeger X-pid 9500 for both VOCs and for Benzene. This monitor can detect VOCs as low as 0.010 parts per million (ppm) and benzene as low as 0.050 ppm. The site-specific action levels are 1 ppm for VOCs and 0.54 ppm for benzene. Neither VOCs or benzene were detected at levels above the action levels during the EPA’s community air monitoring efforts.
