The Idaho Transportation Department is developing design plans to repave I-15 between the South Blackfoot Interchange (Exit 89) and the US-26/Blackfoot Interchange (Exit 93).
The purpose of this meeting is to:
- Inform the public about the project.
- Gather concerns and input from the community about the design plans.
Project Overview
The purpose of the I-15, Exit 89 to Exit 93 Repaving Project is to enhance safety and extend the life of the interstate by rehabilitating four miles of pavement.
To develop design plans, ITD is:
- Completing an environmental evaluation.
- Gathering traffic and geotechnical information.
- Surveying.
- Gathering input from the public.
The design work is anticipated to be completed in early 2024.
Traffic
The population of eastern Idaho has grown significantly in recent years, and Average Daily Traffic (ADT) counts on this stretch of I-15 are projected to almost double by 2044. Increased traffic causes the interstate to need frequent maintenance.
Future Work
ITD is planning to widen I-15 between Pocatello and Blackfoot in the future. Plans to replace the US-26/Blackfoot Interchange (Exit 93) and the South Blackfoot Interchange (Exit 89) are also being developed.
Repaving is necessary to rehabilitate the driving surface of the interstate until the future widening project and interchange replacement projects are designed and funded.
Process & Schedule
The project design process is anticipated to take two years to complete.
Design Plans
The Idaho Transportation Department is anticipating to:
- Remove the top layer of the driving surface.
- Repave the road with asphalt to provide a smooth driving surface.
- Upgrade existing guardrails throughout the project area.
These improvements will extend the life of I-15 and provide upgraded safety features throughout the area.
Anticipated Construction Impacts
ITD anticipates that this work will begin in 2025. It is too early to know specific construction impacts. At this time, construction is anticipated to take 2-3 months to complete. Work is expected to take place during the daytime and nighttime.
Anticipated impacts:
- Traffic may be reduced to one lane in each direction.
- North and southbound traffic may travel on the same side of the interstate.
- Speed limits will be reduced.
- Ramp closures at Exit 89 and Exit 93 may occur. If ramp closures are necessary, ITD is evaluating alternate routes including the I-15 Blackfoot Business Loop.
- ITD's goal is to minimize the need for a detour route during construction.
ITD will share more information about construction impacts as construction gets closer.
