The project includes the construction of a four-story, 200,000-square-foot State-licensed senior living community consisting of 159 total living units.
Garfield Residential

The project involves a proposal to 1/ subdivide a 2.4-acre site into 10 numbered lots for single-family residential purposes and 4 lettered lots for private street, landscaping, parking, and water quality purposes and 2/ develop 10 single-family residences on a site with greater than a 3-foot grade difference. The project was approved by the Planning Commission on February 14, 2023.
Harmony Cove Marina Development
#4 - Commercial
The project consists of a 23-boat slip marina, an eating and drinking establishment with outdoor dining area and alcoholic beverage sales, and ancillary uses to the marina (a marina office and retail/rental of water-related recreational equipment) on a 2.28 acre site. The project is pending Coastal Commission review.
Hebrew Academy Expansion
#5 - Educational Institution
To amend a Conditional Use Permit for the Hebrew Academy to: add 9 classrooms, add 1,550 sq. ft. to an existing multi-purpose room, add 27 parking spaces to an existing parking lot on the north side of campus, and add 31 parking spaces on the south side of the campus.
Liberty Residential

The applicant proposes to construct eight 1,408 square foot two-story townhomes at an overall height of 29 feet.
Magnolia Tank Farm

The applicant proposes to construct a 211,000 square foot lodge with 175 guest rooms, a guesthouse with 40 beds, 19,000 square feet of retail, 250 for sale dwelling units, 2.7 acres of coastal conservation and 3 acres of park.

Rainbow Environmental Services Transfer Station

Ralph's Commercial Center

Sunset Beach
#13 - Annexation
The former unincorporated community of Sunset Beach was annexed to the City of Huntington Beach August 22, 2011. The Sunset Beach Specific Plan (SBSP), as approved by the City Council on January 17, 2017, is pending certification by the California Coastal Commission.
Wave Pool

To construct a 2,635 sq. ft. wave pool venue, 208 sq. ft. retail building, 398 sq. ft. restroom building (both shipping containers), and a surface parking lot.
Windward Residential Development

Signal Landmark proposes to construct a 36-unit for-sale development on a 2.5 acre vacant site in the coastal zone. The project includes: 1/ a General Plan Amendment to change the existing land use designation from Open Space Park to Residential Medium Density; 2/ a Zoning Map Amendment to change existing zoning designation from Residential Agriculture to Specific Plan; 3/ a Zoning Text Amendment to establish the Windward Specific Plan for the development of the site; and 4/ a Local Coastal Program Amendment to amend maps and text to reflect the proposed land use and zoning designations.

The project includes a transfer of 130 units from the Beach corridor to the Edinger corridor within the Specific Plan.
Ellis Avenue Mixed Use Development

The project is a four-story mixed-use development consisting of 48 residential units and 891 sq. ft. of street level retail use on a 0.955 acre site.
Huntington Gateway Business Park Phase III

Construct three industrial buildings comprised of approximately 342,000 square feet and two retail pads with drive through totaling 92,000 sq. ft. and subdivide one existing parcel into five parcels for the development of three industrial buildings on one parcel, two commercial buildings on one parcel and a new public right-of-way.
PCH Mixed Use Building

The project is a three-story mixed use building including a 6000 sq. foot restaurant with 545 sq. feet of outdoor dining, ground level parking, and a three-story townhome with roof top deck.
Sunset Beach Hotel

The Sunset Beach Hotel project involves a proposal to consolidate seven parcels into one parcel, demolish an existing car wash, and develop a new three-story, 12-unit hotel with an 1,800-square-foot commercial tenant space.

Ascon Landfill Site

In June 2015 the Department of Toxic Substances Control certified the Final Environmental Impact Report and approved the Final Remedial Action Plan for the site. Ascon submitted a Coastal Development Permit and Conditional Use Permit to the City for the final remedy.
Cameron Lane Townhomes

To permit the development of 18 for-sale townhomes units. The project includes a one-lot subdivision of an approximately 0.94 acre lot for condominium purposes.
Delaware Housing Project

A new 346-unit, five-story residential apartment community is anticipated on an approximately 4-acre vacant site located south of Main Street, between Delaware Street and Florida Street. The project will utilize development tools and privileges afforded to residential projects under the California Density Bonus Law.

Hilltop Market Expansion

Huntington Beach Gateway Business Park Phase II
#56 - Industrial
Property owner and developer Sares Regis submitted an application to construct six new industrial buildings totaling approximately 1,209,000 square feet and to subdivide the existing property into six new parcels to accommodate the new buildings.
Jamboree Senior Housing

Main Street Mixed-Use

The project is a four story, mixed-use building with 20 residential condominiums, 5,000 sq. ft. of commercial, and subterranean parking. The project also includes a request to participate in the City's parking spaces and a Special Permit to permit a 2.55 ft. average setback on the third floor, along Main Street, in lieu of a minimum average setback of 10 ft.
OC Water District Groundwater Replenishment System
#59 - Utility
To permit the expansion of a groundwater replenishment system that includes a 25 ft. high, 4,700 sq. ft. pump station, two 33 ft. high flow equalization tanks, and pipeline rehabilitation on a vacant portion of the Orange County Sanitation District (OCSD) facility.
Olson Residential

The project involves the development of 34 attached two and three story townhomes up to 35 feet tall.
Pierside Pavilion Expansion

The project consists of a four-story, 90 foot high, approximately 27,772 square foot mixed-use, visitor serving/office building and 9,401 sq. ft. infill expansion by extending existing storefronts.
Seacliff at Huntington Beach Inspired Senior Living Facility

The proposed project is a request to construct a three-story, approximately 281,000 square-foot State-licensed assisted living and memory care facility with 226 guest rooms and a subterranean parking garage on an approximately 11.29-acre site of the existing Seacliff Office Park.
Shake Shack

2021-2029 (6th Cycle) Housing Element
Every jurisdiction in California is required to adopt a Housing Element as one of the seven mandated elements of the General Plan. Housing Element law mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of the community. The Housing Element will develop strategies and programs to comply with California’s Housing Element law which requires that each city and county develop local housing programs to meet its “fair share” of existing and future housing needs for all income groups.
5th Cycle Housing Element Amendment & BESCP Amendment

The Housing Element is one of the state-mandated elements of the City’s General Plan. State housing element law, enacted in 1969, mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of the community. State housing element law also requires that each city and county develop local housing programs to meet its fair share of existing and future housing needs for all income groups, commonly referred to as the Regional Housing Need Allocation or RHNA.
Beach Boulevard/ Edinger Corridors Specific Plan

General Plan Historic & Cultural Resources Element Update

The HCRE is a policy document that guides the City's decisions regarding historic and cultural resources by identifying goals, objectives, policies, and implementation programs as well as providing technical information and outlining issues regarding the protection of the city's historic resources and provision of arts/cultural services.
General Plan Update

A comprehensive update to the Huntington Beach General Plan was adopted by the City Council in October 2017.
Group Homes Ordinance
⚑ Completed - October 2020
Currently, the Huntington Beach Zoning and Subdivision Ordinance (HBZSO) does not adequately identify or regulate group homes in all areas of the City. The City Council developed an Ordinance that strikes an appropriate balance between the interests of the City and its residents to preserve residential neighborhood character, and the need to provide housing accommodations to disabled persons, including those in recovery from chemical addiction to reside in normalized residential environments.
Local Coastal Program Update
The City proposes an update to its Local Coastal Program (LCP) including: 1. a General Plan Amendment (GPA) to comprehensively update the Coastal Element including sea level rise modeling, vulnerability assessment, and coastal resiliency planning; 2. a Zoning Text Amendment (ZTA) to add sea level rise standards in the floodplain ordinance; and 3. a Local Coastal Program Amendment to incorporate the GPA and ZTA into the LCP.
Mapping Consistency Project
Staff identified parcels throughout the City which have zoning classifications that are inconsistent with their General Plan designations. However, California Government Code Section 65860(C) requires that if a zoning ordinance ever becomes inconsistent with a general plan, the zoning ordinance shall be amended within a reasonable time so that it is consistent, as such, staff initiated this Zoning Map Amendment in effort to clean up the zoning map and bring those parcels into compliance with California State Law.
RT Zoning Amendment Gothard Corridor and Northwest Industrial Area

The City of Huntington Beach is processing a Zoning Map Amendment (ZMA 18-001) and Zoning Text Amendment (ZTA 18-002) in order to establish zoning standards for the Research and Technology (RT) zoning designation, consistent with the adopted General Plan. The project objective is to establish innovative and flexible development and design standards that allow property and business owners to maximize opportunities on their sites while ensuring impacts are minimal.
Short Term Rentals

Short-term rentals have become very popular in the last few years. Short-term rentals are defined as a residential unit rented for a term of thirty (30) or fewer consecutive nights. On December 21, 2020, the Huntington Beach City Council voted to approve Ordinance No. 4224 amending the Huntington Beach Municipal Code (HBMC) by adding Chapter 5.120 Short-Term Rentals (STRs).
