31st Avenue N Bikeway Improvements
An overview of the pilot and revised bikeway on 31st Avenue N between West End and Park Plaza, implemented in 2023-2024.
The extents of the pilot bikeway were from Park Plaza to West End Avenue, implementing approximately 3,000 linear feet of bikeway improvements. The proposed improvements reduced the number of driving lanes in each direction from two to one with one driving lane in each direction replaced by a buffered, channelizer (construction cone)-separated bike lane. Where existing parking lanes are present, the bike lane and buffer were designed to remain adjacent to the curb, while the parking lanes were moved adjacent to the travel lane to maintain on-street parking and also serve to protect the bike lane.
Summary of Traffic Impacts
A traffic analysis was conducted for the pilot bikeway, and it was found that for most of the day, traffic continues to flow with minimal delays/queuing (stacking up). During peak hours, the lane reduction has resulted in moderate increases in queuing at some intersections. Overall this contributes to approximately 0-30 seconds of additional travel time for drivers along the full length of the corridor during peak hours. Some of this impact can be reduced through signal timing improvements, which NDOT is actively working on.
The project team developed the final bikeway plans based on the community feedback and traffic analysis. The updated plans provide improved permanent striping and delineation that reduce conflicts between the bike lane and parking, as well as extended merging space that reduces merging issues between West End Avenue and Hedrick Street. Additionally, NDOT is advancing designs for sidewalks to continue to improve pedestrian safety along this highly-used route.
