City of Brampton – Block 26 (Block Study and Preliminary Design)

Overview and Purpose

The Regional Municipality of Peel has adopted a holistic approach to address Inflow and Infiltration (I/I) issues. It involves a two-step process: 1) stop I/I from entering the system as much as possible (A.K.A I/I Reduction), 2) accept the balance of I/I entering the system and ensure it doesn’t cause any problem (A.K.A I/I Mitigation). This two-step process is going to be implemented across the entire Agency. However, since the Agency is very large, it was divided into forty (40) sewersheds each called a Block. The Blocks were prioritized, and the work has started within the ones with highest priority including Block 26.

The I/I Mitigation work involves 1) Block Study, 2) Preliminary design, 3) Detailed design, and 4) Construction of the solutions. Block Study and Preliminary Design are the main aspects considered for this project.

The Block Study require the development of a study report that recommends solutions for addressing potential capacity issues within the sanitary sewer network. The objective of the effort is to

·        Reduce the risk of sanitary sewer back-up,

·        Reduce the risk of overflow of raw sewage into the environment, and

·        Provide adequate capacity to support anticipated growth.

The Preliminary Design involves development of reports that confirm constructability of solutions proposed by the Block Study. The objective of the effort is to expedite the construction of the preferred solutions by assessing their constructability ahead of time and avoid delays.

The Study Area: Block 26

Block 26 is approximately 375 hectares of land located at the centre of City of Brampton. This Block is bounded to Queen Street to the north, Bramalea road to the east, Dixie Road to the West, and Orenda Road to the south. The Block is mostly residential that is unofficially referred to as Avondale neighborhood since the Avondale Road is the main street in this catchment. The lots adjacent to Queen Street are the major commercial properties in this Block including the Peel Head quarter office at 10 Peel centre drive, Balmoral Centre (the mall) and a few other smaller properties. Spring creek river and another unnamed branch of Etobicoke creek watershed run through the Block from north to south and meet up at the outlet of the Block.

The Block boundaries were delineated based on sanitary sewer network. E08.0 (i.e. Spring Creek Trunk) is a 1050mm sanitary trunk that generally follows the Spring Creek path. E08.0 crosses the Block from North to South, however, only highlighted in orange part of the Block (less than 10%) directly drains into it. Most of the sanitary flow generated in this Block is directed to E08.1 (i.e. 825mm trunk). E08.1 merges into E08.0 at the outlet of the Block. There is one un-controlled overflow from sanitary sewers into the unnamed creek at the centre of the Block.

Project Elements

The project is divided into seven (7) distinct elements that are described below. Figure below illustrate the sequence of these elements.

Element 1: Background Review – The Vendor shall review existing information/data/reports, perform a gap analysis and develop a detailed scope of work for necessary field investigation and surveys to be performed in Element 2.

Element 2: Field Investigations and Surveys – Necessary field work, if any, will be performed to remedy the gaps identified in TM#1.

Element 3: Definition of Problem or Opportunity – Vendor shall independently verify the problem and provide a technical problem statement. The Vendor is expected to explain the mechanism that has caused the problem(s).

Element 4: Development and Assessment Alternatives – The Vendor shall evaluate all reasonable solutions and identify the best alternatives considering the circumstances and the risk associated with its constructability.

Element 5: The Block Study Report – Block Study Report summarizes all the work performed in the project so far.

The Preliminary Design consist of 2 elements:

Element 6: Preparation for preliminary design –The Vendor shall perform the necessary field work required for the Preliminary Design and deliver the result in a technical memorandum.

Element 7: Preliminary Design Reports – Each of the preferred Assignments will be further detailed in a PDR. A PDR shall clearly illustrate that the preferred alternatives are technically sound and constructible. It must include all the required information by the detailed design team.
