
Transportation Planning Equity Areas
The map below shows the composite equity scores by block group in Broward County resulting from the Broward Metropolitan Planning Organization's (Broward MPO) Transportation Planning Equity Tool. These scores are derived from data obtained from the U.S. Census American Community Survery (ACS) 2020 Five-Year Estimates.
Equity Score by Block Group
Click on the map to see the data that make up the equity score for each block group. The equity scores are not intended to “rate” or “grade” how equitable a block group is or how well equity within a particular block group is addressed. These scores illustrate the concentration of the selected Title VI/EJ indicators within a block group relative to the county as a whole. Block groups with a “very high” equity score are those with the highest statistical concentration of demographic indicators from the equity tool. Conversely, block groups with a “low” equity score are those with the lowest statistical concentration of demographic indicators.

Equity Composite Score
Assigned a category (1-4) based on the standard deviation from the average composite score for all block groups. The categories are as follows:
- Category 4 (Very High) = equal to or greater than +2 standard deviation
- Category 3 (High) = equal to or greater than +1 standard deviation
- Category 2 (Medium) = equal to or greater than countywide average
- Category 1 (Low) = less than countywide average
Age 65 & Over
Inclusion of older adults in the Equity Assessment recognizes their status as a protected class under the Age Discrimination Act of 1975 and a “traditionally underserved” population group according to Federal Highway Administration (FHWA) environmental justice (EJ) guidelines.
Youth
Just as with older adults, the Equity Assessment recognizes young people between the age of 10-17 as a protected class under the Age Discrimination Act of 1975 and a “traditionally underserved” population group according to FHWA EJ guidelines.
Ethnic Minority
The Equity Assessment includes race and ethnicity as separate indicators to allow for more flexibility with regard to how minorities can be defined within Broward County. The ethnic minority indicator accounts for those of Hispanic or Latino ancestry and is a protected class under Title VI of the Civil Rights Act of 1964.
Racial Minority
The Equity Assessment includes race and ethnicity as separate indicators to allow for more flexibility with regard to how minorities can be defined within Broward County. The racial minority indicator accounts for race (i.e., Black, White, Asian, American Indian/Alaska Native, Native Hawaiian/Other Pacific Island, Other Race) and is a protected class under Title VI of the Civil Rights Act of 1964.
Limited English Proficiency (LEP)
Limited English proficient individuals are defined as the population 5 years or older who self-identify as speaking English less than "very well." Identifying LEP populations throughout Broward County helps the Equity Assessment include protected classes of race and ethnicity under Title VI of the Civil Rights Act of 1964.
Disability
Persons with disabilities are included in the Equity Assessment due to their protected status under the Americans with Disabilities Act of 1990.
Low Income Households
Including populations below poverty in the Equity Assessment seeks to address the requirements of the United States Department of Transportation’s Order 5610.2(a) as well as the FHWA’s Order 6640.23A which both try to limit adverse effects on low-income populations.
