Transforming the Mart
This bid proposal aims to transform the former sawmill site in Elgin South to create a green space that will act as a natural flood management scheme helping to address surface water flooding issues in this location. In addition to the site will accommodate small pockets of retail within an attractive greenspace setting. Proposals for the auction mart site include developing part of the site for commercial/retail use with remaining area of the site transformed into an attractive greenspace that will also act as a natural flood management scheme with a network of paths allowing the community to access the greenspace.
The aim is to provide a safe, attractive and convenient route for pedestrians and cyclists from the southern parts of Elgin into the City Centre. At the Edgar Road and Laichmoray roundabouts it is difficult for pedestrians and cyclists to cross the roads. Traffic signals would replace these roundabouts to ensure that there was safe opportunities for pedestrians and cyclists to move through the area.
Carriageway space on the bridge between the junctions would be reduced to enable improvements to the width of the footway on the western side.
The southern end of Moss Street would be closed to general traffic to provide a ‘quiet street’ between Station Road and Institution Road. To the north of Institution Road a one-way (northbound) would be introduced to allow wider footway and a cycle lane to be constructed.
