
Submit a Community of Interest
Tell the El Dorado County's Redistricting Committee what communities are important to you and why.

Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a District Supervisor. The Board of Supervisors will seek input in selecting the next district map for our Supervisorial districts. You have an opportunity to share with County staff and the Board how you think district boundaries should be drawn to best represent your community.
What is a Community of Interest?
A community of interest is a neighborhood, community, or group of people who have common policy concerns and would benefit from being maintained in a single district. Another way of understanding a community of interest is that it is simply a way for a community to tell its own story about what neighbors share in common, and what makes it unique when compared to surrounding communities.
Why is a community of interest important?
Keeping communities of interest together is an important principle in redistricting. It can be especially helpful to communities that have been traditionally left out of the political process. Community members can define their communities by telling their own stories and describe their concerns to policy makers.
What are examples of a community of interest?
A community of interest can be defined in many ways. Race and ethnicity can play a role in defining a community of interest but cannot be used as the sole definition. Residents may have a shared ancestry, history, or language. Here are a few examples:
- Residents who have been working together to advocate for keeping a local health clinic open
- Community members in an area who formed around getting assistance to repair their neighborhood after a natural disaster
- A neighborhood organizing to have a high school built closer to their area
- A community that advocates for having a special recognition for cultural holidays, like Lunar New Year

Below you'll find a detailed guide that will walk you through the application used to submit a community of interest. You are able to submit your community on this site or you may click here or click the icon displayed to the right at any time to launch the application by itself.
Add a Community
To add a Community of Interest, you'll use the smart editor feature.
When you click the icon, a panel will open advising that you can either create a new feature or edit an existing feature. While you can't actually edit an existing feature, you may select an existing feature, create a copy and edit the new version of the same record.
To create a new feature, click on "Create New Community" button and choose how you'd like your feature to be drawn from the drop down below. The selected shape will be used to capture the geographic location of your community on the map.
Click on the map to start drawing your selected shape. When you are finished, double click to complete your shape. This will prompt you to fill in the attribute information about your community.
Provide responses for each section related to your community. If you wish to edit the shape you created, select edit geometry checkbox at the bottom of the survey and you may easily adjust the boundaries of your existing shape.
Once you have completed both the survey information and are satisfied with your community boundaries, select Save.
Once you have saved your community, you may not edit it, however you can copy an existing feature and adjust your new copy without having to re-enter your previous survey submission information.
To copy a feature, select Create a Community button like you did before and in the dropdown list where you previously selected your shape type, choose "Select features to copy" and click the record you wish to copy on the map.
Once you have made a selection, the pop out from the right side will update with a list of your selected features and their parent layer. Deselect the El Dorado County Boundary by clicking the check box next to it, as it is not needed. If you've selected any other features, deselect those as well. Only your "Communities of Interest Created..." record should remain and you are ready to click Create Feature and the bottom.
Your new feature will be created and the attribute information will populate the tab to the right. You may now edit any geometry or previous survey answers and submit your community again!
