PARADISE VALLEY VILLAGE

Paradise Valley Village is known for its open space character created by the surrounding mountains, Indian Bend Wash greenbelt and trail systems. The surrounding Phoenix Mountains, part of the city of Phoenix Mountain Preserve system, provide the area residents with biking, equestrian and hiking trails, and other recreational opportunities within a natural Sonoran Desert environment. Recreational opportunities are also available along the Indian Bend Wash, which was designed as a flood control greenbelt. The Village core, Paradise Valley Mall and surrounding area, provide a successful blend of shopping, housing, and employment. Paradise Valley Mall and Kierland Commons attracts shoppers from throughout the Valley. The Paradise Valley Village is also made up of a number of established residential neighborhoods. With a number of assets, the Village remains a desirable place to live, shop, and play within the City of Phoenix.

PROJECT HIGHLIGHTS

Scottsdale and Bell PUD

The Scottsdale and Bell PUD approved a proposed 255-unit luxury multifamily residential building located at the southwest corner of the intersection of Bell Road/Frank Lloyd Wright Boulevard and Scottsdale Road, on the south side of the Central Arizona Project (CAP) Canal, the gateway to the Kierland area. The design and architecture style of the building are focused on a modern design, complementing the Frank Lloyd Wright spire and its surrounding office development. Design elements include staggered components in the upper stories of the building and quality materials complementing the surrounding built environment of those recent development projects south of the subject property. The project will feature quality pedestrian edges, will result in the elimination of surface parking areas, and will provide an emphasis on quality design that has visual interest within the pedestrian realm and to the broader community.

Paradise Valley Mall Redevelopment

Redevelopment efforts of the Paradise Valley Mall initiated with the approval of rezoning case Z-49-XX-75-3, which proposed a Major Amendment to the Paradise Valley PCD to allow a mix of uses including commercial and multifamily up to a height of 120 feet. Redevelopment efforts continue into 2022 as part of rezoning case Z-57-21-3, which proposes a Planned Unit Development (PUD) to allow a mix of uses across the vast portion of the mall property. The design will enhance multi-modal connectivity to the existing library, relocate and redesign the City of Phoenix bus transit station to a more integrated and user-friendly location and create a series of connected open spaces anchored by a large open community space. Supplementing these community institutions will be context appropriate and complimentary urban building architecture and landscaping that celebrate local history, climate, ecology and building practice.

Approximately 706 building projects (valued at or above 50,000 dollars) were filed in the year 2020, contributing to a total estimated value of 980 million dollars of investment and growth.

This Village Planning Committee heard and took action on ten (10) Rezoning requests, three (3) General Plan Amendments, and two (2) Planning Hearing Office cases during the year of 2021.

This past year the committee had various opportunities to hear and discuss information items that further the committee's knowledge, partnerships, and collaboration towards accomplishing these "to do" items.

ROLE OF VPC

Village Planning Committees (VPC) are appointed by the Mayor & City Council and must either live or work within the Village boundary that they are serving. The VPCs provide guidance on a wide range of city-wide and local issues. Village Planning Committees hear and discuss rezoning cases, general plan amendments, and text amendments and provide recommendations on these items to the Planning Commission. VPC MEETINGS

The Paradise Valley Village Planning Committee generally meets the 1st Monday of the month at 6:00 p.m. through a virtual meeting format via a Webex videoconferencing platform.
