Creating vibrant communities

In 2020 the City will invest approximately $70 million into capital projects to improve and maintain outdoor spaces, buildings, active transportation networks, water and sewer, and roads and bridges.

Work to create vibrant urban centres, balance transportation networks, and encourage inclusive communities will be happening in all areas of the city.

In the maps below you can read about the finishing touches of construction happening at Rutland Centennial Park, continued work on Glenmore Recreational Park, the final phase of the Ethel Street Active Transportation Corridor and more.

Kelowna East

Kelowna East includes the communities of Rutland North, Rutland South and Black Mountain.

Rutland Centennial Park

The final phase of the green jewel in the heart of Rutland Town Centre, Rutland Centennial Park will be completed, providing the community with another vibrant green space where residents can gather to connect and be active. The park will be completed with washrooms, an event stage, a basketball court and walking paths.

Fresh roads

Kelowna East will see a refresh of paved roads in 2020, especially in the area of Reids corner. Edwards Road and Adams Road will be paved west of Hwy 97. In Toovey Heights, over a kilometer of Toovey Road will be repaved. 

Safe route to school

The first phase of the Belgo Road sidewalk project is being constructed between Rutland Road and Lucas Court. This will improve connection and encourage a safer walking route to Belgo School.

Completed in 2019

Looking back at 2019, a number of significant projects were completed, including improved sidewalks on Rutland and Hollywood Roads, major improvements to High Noon Park, and the repaving Gerstmar Road. 

Kelowna South

This area encompasses the communities of Southeast Kelowna, Crawford, and Upper and Lower Mission. 

Clean drinking water

Kelowna South is home to Kelowna’s largest infrastructure project, the Integrated Water project, which will be completed this year.

This $86 million project has brought clean drinking water to over 2,000 households in southeast Kelowna.

Westpoint watermain

As part of the Integrated Water project, the Westpoint water supply main is a $4.5 million project, which will be constructed between Woodhaven Park and Dehart Road. This will increase capacity and ensure the safety and delivery of clean drinking water to the City's core area for years to come.

Safer commute to school

The Safe Routes to School program includes improved sidewalks and infrastructure in the area of South Kelowna Elementary School. The route along June Springs Road and Spiers Road will be enhanced to make walking and biking safer. 

New and improved parks

As part of the Parks Development Program, the Ponds community park, close to Canyon Falls Middle School, will see the construction of a sports field as part of a partnership between the City of Kelowna and School District No. 23.

Completed in 2019

A few of the notable projects that were completed in 2019 include the Bellevue Trail and parking lot construction, and the paving and smoothing out of Stewart Road West from Saucier Road to Bedford Road.

Kelowna North

Kelowna North includes the communities of Glenmore, Dilworth and the University District. Many of the projects in this area are new for 2020, but some of the larger ones began in 2019 and will continue into 2020. 

Landfill improvements

The Glenmore Landfill upgrade is a multi-year $9-million project to create more capacity and extend the life of the landfill. A new liner, new filling area and drainage systems were some of the additions in 2019. In 2020, work will include road surfacing, building a mechanics shop and addition of composting equipment to allow for efficient long-term waste handling. 

Community Park

Another multi-year project is the construction of Glenmore recreational park which will continue this year. Over the past three years, 11.5 acres have been developed into two multi-use sports fields, parking and access. Future development proposed includes a playground, walking trails and a dog park.

Smoother roads

Glenmore Road will be paved from Dallas Road to Scenic Road. To minimize traffic delays, the road will be resurfaced one direction at a time. Paving will be completed on one side of the road while traffic will be reduced to a single lane in each direction on the other side of the roadway.

Kelowna Central

Kelowna Central includes the communities of South and North Central Kelowna, the North End and the east central area extending to Rutland.

This is the most populated area of Kelowna and will see the greatest number of projects.

New and improved parks

Two parks in Central Kelowna will see improvements in 2020. A new washroom and upgrades to the plaza and walkway will be completed at Boyce-Gyro Beach and Phase three of Rowcliffe Park construction will complete the project with improvements to road drainage, road crossings, and frontage landscaping.

Underground Improvements

Manhattan Drive Project

Major utility work will start in late 2020 and continue into 2021. The Guy Street sewer lift station near the Tolko site is being replaced, along with the nearby sewer mains on Manhattan Drive, Flintoft Avenue and Bay Avenue.

Water and sewer upgrades are planned to start on Cadder Avenue between Pandosy Street and Ethel street.

Further south, the sewer gravity piping and the forcemain along Swordy and Casorso Roads, from the Gyro lift station to the wastewater treatment facility, are being upgraded due to age and to increase capacity.

Richter Street Bridge Repair

Rehabilitation of the Richter Street Bridge over Mill Creek will take place this year. Crews will be replacing the bridge deck with concrete and fixing a drainage issue which has lead to damage over the years. 

Safer biking and walking

Construction on the final phase of the Active Transportation Corridor extending down the length of Ethel Street to Raymer Avenue will begin this year. This key corridor will provide a protected bike lane and sidewalk for cyclists and pedestrians from Downtown to Pandosy Village. 

Paving on Enterprise

A large portion of Enterprise Way will be paved this year to give drivers a more comfortable ride. Crews will pave from Spall Road to Banks Road through the night to minimize disruption.

Many projects were completed in 2019 including the water park restoration at City Park, cycle track construction on Sutherland and completion of phase four of the Ethel Street Active Transportation Corridor. A major project that took place underground was the replacement of 1.2 kms of sanitary sewer pipe that was located in narrow laneways.
