What is a Local Area Plan?
Dún Laoghaire-Rathdown County Council intends to begin the process of preparing a Draft Local Area Plan for the Kiltiernan/Glenamuck area.


A Local Area Plan (LAP) is a statutory document prepared by the Local Authority in accordance with the requirements of the Planning and Development Act 2000 (as amended). The LAP will consist of a suite of policies and objectives to guide the development of the area for a period of 6 years.
The LAP will set out a land use strategy for the proper planning and sustainable development of the area. It will consist of a written statement and maps indicating:
- objectives for the zoning of land for the use solely or primarily of particular areas for particular purposes, or
- other objectives in such detail as may be determined by the Planning Authority for the proper planning and sustainable development of the area to which it applies, including the objective of development of land on a phased basis and, detail on community facilities and amenities and on standards for the design of developments and structures.

Context & Location
The Kiltiernan/Glenamuck area is situated to the south of Dublin City and adjoining the foothills of the Dublin Mountains.
Kiltiernan/Glenamuck is identified as a 'New Residential Community' in the Core Strategy of the DLR County Development Plan 2022-2028. This can be seen on the Core Strategy Map.

What can I comment on now?
The LAP plan-making process can involve up to three stages of public consultation:
- Pre-Draft Local Area Plan Stage (we are at this stage now);
- Draft Local Area Plan Stage; and, potentially,
- Material Alteration’s Stage (only if required).
We are now at the Pre-Draft stage of the plan-making process. A Pre-Draft Issues Paper has been published as part of the public consultation.
You are invited to submit your views on what you think the future Draft Local Area Plan should contain and what issues it should address.
What are the key issues?
The accompanying Pre-Draft Issues Paper gives a broad overview of the existing situation, opportunities and challenges in the area. It poses a series of questions under a number of topics to prompt ideas on the type of issues that the Draft Local Area Plan should address.

Consultation Stages:
Stage 1: Pre-Draft Public Consultation Commences 12th September 2023
The consultation period is from the 12th September to the 17th October 2023. Two public information sessions will take place at Kilternan Centre, Enniskerry Road, D18 ET99 on the 21st September from 4pm-8pm and on the 11th October from 4pm-8pm.

Preparation of Chief Executive's Report on Submissions Received
Stage 2: Progress Preparation of Draft Local Area Plan
A Draft Local Area Plan will be progressed, taking into consideration the submissions made during the Pre-Draft Public Consultation period.
Stage 3: Material Alterations to Draft Plan (If Any)
What happens next?
Following this Pre-Draft public consultation stage, the Council will commence the preparation of the Draft Local Area Plan.
The preparation of the Draft Plan will take into consideration the submissions made during the Pre-Draft Public Consultation period.
Once prepared, the Draft Kiltiernan/Glenamuck Local Area Plan will be placed on public display when you will have an opportunity to make further submissions / observations on the Draft Plan.
