How to View

Use the options to the left of each map to view criteria results on the map.

Open the legend on the bottom-left corner of the map the view a brief description of the data being displayed on the map.

In most cases sizes of the dots represent how much of the criteria was encountered at a location, while color represents the rating (bright purple = little or no issues, yellow = needs work). When there is no dot visible at a location, it means there were no features encountered at the location (for example: concrete barrier was not encountered at most locations and therefore not rated).

Use map controls to zoom the map. Click on specific points to get full results for that location, along with any available pictures. A folder link is included in the data for each point to locate field review materials on global drives.

HCAP Process Explained

The Highway Condition Assessment Program is intended to evaluate and report on the effectiveness of NHDOT’s maintenance program by establishing target ratings for various maintenance activities based on safety and mobility, public demand for a level of service, infrastructure preservation, and costs.

It is a tool that can be used for managing patrol section, District and Statewide budgets and resources, and help report accomplishments and level of maintenance to the public and political leaders.

GIS tools are used to select random points statewide along Tier 1 & 2 roadways, excluding any areas actively under construction. Recent HCAP reviews have also included Tier 3 & 4 roadways in one randomly selected district.

0.1 mile sections are reviewed at each location following a standardized review form and manual. Scores are then compiled to determine if any patterns in the data exist, warranting additional effort or resources devoted to certain maintenance tasks or certain areas of the state.

The review process and criteria are evaluated each year to determine if any updates to the rating system or criteria are needed.
