Winchester (City Focus) LCWIP

Winchester City Local Cycling and Walking Infrastructure Plan The Winchester (City Focus) Local Cycling and Walking Infrastructure Plan (LCWIP) sets out the ambition for investment in walking and cycling in Winchester City over the next 5-10 years.

It is the second part of the Winchester LCWIP (the first being the District Focus LCWIP which went to decision day for approval in December 2024 and can be found  here ) and completes the network for Winchester.

The draft document is based on engagement with people who live and work in Winchester and aims to meet local needs.

Hampshire County Council (HCC) and Winchester City Council (WCC) want to invest in walking and cycling facilities in Winchester.

Winchester is comprised of two distinct areas – Winchester City, which is very urban in character, and the rest of the District, which is much more rural and includes a number of market towns. This LCWIP is the City Focus document.

To develop this plan we have engaged with a variety of stakeholders and analysed information on the way people move around the city.

We now welcome your views on the cycle routes and Core Walking Zone in the draft plan. This will also help prioritise cycling and walking improvements for the city. Please give your feedback by completing two short surveys (which take a few minutes each) and adding your comments to the map. This can be done by clicking the relevant buttons below.

Your feedback will be considered and, where appropriate, the draft LCWIP will be updated to respond to the commentary and views provided as part of this public consultation. The finalised LCWIP document is expected to be ready to submit for approval by Hampshire County Council in 2025.
