Situated in northeastern Ukraine, Kharkiv is the country’s second-largest city, with a pre-conflict population of over 1.4 million. Established in 1654, it grew into a significant centre for culture, education, and industry. By the early 20th century, Kharkiv became an essential railway hub, reinforcing its position as a key player in the country’s transport and industrial sectors.

Known for its academic community and industries, Kharkiv has long been a powerhouse for innovation and production in Ukraine. Despite the immense challenges it faces, the city’s enduring infrastructure and significance ensure it will continue to be a cornerstone of Ukraine’s recovery and future growth.

Masterplan

The city of Kharkiv, along with Ukraine, is suffering the consequences of a devastating invasion that has led to invaluable damages and losses. In this context, during the UNECE Second Forum of Mayors celebrated in April 2022, Ihor Terekhov, Mayor of Kharkiv, asked Norman Foster for help in creating the vision and masterplan for the future Kharkiv. Since then, the Norman Foster Foundation (NFF), together with UNECE, Arup, a Kharkiv group of architects, the NFF Advisory Board, local transport experts and other stakeholders, worked on the concept masterplan for the future Kharkiv.
