The Cuyahoga County Planning Commission is pleased to release its 2022 Annual Report highlighting several of our projects and partners. As we strive to advance our newly adopted Mission Statement, "To advance Cuyahoga County’s social, economic, and environmental health through equitable community planning," we are satisfied that our project work in 2022 truly reflects our mission. County Planning provided professional planning services to individual projects within communities, projects that served multiple community partners, and county-wide initiatives. These projects offer tremendous opportunities to improve the lives of residents and future development in Cuyahoga County. We are advocating for identified best practices in an equitable manner that will benefit our communities. Our work with project partners on regionally transformative development projects holds the promise of boosting the economic and public health of Cuyahoga County and its population. Our agency strives to be a center for excellence in the planning field. The skills and knowledge base of our team members continue to advance every day, and with increased recognition for the amazing work they do, we feel strongly that we are making a positive impact on the lives of those we serve in Cuyahoga County.
Professional Planning Work
With the pursuit of assisting Cuyahoga County and its communities' plans for a vibrant future, County Planning focused its project work in 2022 on transformative regional projects and master plans for individual suburbs. Whether the plan was for transit-oriented development, preserving the Lake Erie shoreline, helping to create an innovation district for the airport, or developing community master plans, our goal was to inspire community decisions about the use of land, quality of life, economic development, and the preservation of natural resources.
Transit-Oriented Development Zoning Study
Working in collaboration with the Greater Cleveland Regional Transit Authority, municipalities, nonprofits, and other partners, County Planning is reviewing the zoning along major bus and rapid transit corridors for potential transit-oriented development projects. Located in areas served by frequent transit and designed as dense, walkable, and mixed-use areas (commercial, residential and entertainment), transit-oriented development (TOD) projects encourage vibrant, connected communities.
The State of Transit-Oriented Development in Cuyahoga County The State of Transit-Oriented Development report , completed in 2022, is the first in a four-part series looking at the benefits and economic growth potential of transit-oriented development projects. With an eye on land use and zoning regulations across multiple communities, County Planning and its partners studied 22 transit corridors that touch significant portions of 26 communities for opportunities to adjust land use, enhance the design of new investments, improve walkability, and support transit use.
Future phases of the TOD Zoning Study series will highlight best practices for TOD, develop model ordinances, and identify finance tools and incentives to attract transit-oriented development.
Cuyahoga County Lakefront Public Access Plan | Focus Areas
Together with the Cuyahoga County Department of Public Works, County Planning is advancing the goals of the Cuyahoga County Lakefront Public Access Plan . Completed in February 2022, the Lakefront Public Access Plan studied Cuyahoga County's 32-mile Lake Erie shoreline with the goals of stabilizing severely eroding areas and expanding public access. Two Focus Areas have been designated for near-term implementation:
- The Euclid Beach Connector (see images), a 3,300 lineal foot trail in Cleveland's North Collinwood neighborhood, north of Lake Shore Boulevard, will connect the Cleveland Metroparks' Euclid Beach Lakefront Reservation to Shore Acres Drive.
- Lakewood's Gold Coast, north of Lake Road, is the planned site for a 3,700 lineal foot all-purpose trail along the shoreline.
Aerozone
The Aerozone, the geographic area of Cuyahoga County that includes the Cleveland Hopkins International Airport, the NASA Glenn Research Center, and surrounding communities, is a nexus of regional manufacturing industries serving the airport, NASA, the U.S. auto industry, and numerous end-users. An employment center for technology, research and development, and logistics, the Aerozone is an economic engine for Greater Cleveland with 100,000 jobs, 3,000 hotel rooms, and 1,135 acres of potentially developable land. Guided by the Aerozone Alliance, a partnership of Cuyahoga County, private sector businesses, entrepreneurs, universities, local governments, federal agencies, and nonprofits, the objective is to establish the Aerozone as a world-class innovation district that will attract smart jobs and investment.
Aerozone Current Conditions Study At the request of the Aerozone Alliance, County Planning performed an analysis of current conditions in the Aerozone to identify assets, issues, and opportunities that will lay the groundwork for future planning and growth for this extraordinary job hub. One outcome of the Current Conditions Study , the Character Areas map, identifies broad job clusters that can support economic development initiatives.
First Suburbs Single-Family Zoning Analysis (Phase II)
Expanding upon the first phase of the First Suburbs Single-Family Zoning Analysis , completed by County Planning in 2021, the initiative's second phase outlines best zoning practices that can facilitate the development of infill housing. Several resources for communities were produced from the Phase II analysis including a Design Guidelines Guidebook, a manual of Infill Incentives Options, a best practices toolkit, and tips for municipalities, builders, and community members about the process and benefits of building infill housing.
Master Plans
Providing a blueprint of growth for Cuyahoga County communities with a Master Plan allows County Planning to meet the development needs of county communities while contributing to the quality of life for its residents. A Master Plan encompasses an analysis of current conditions; the engagement of stakeholders and community members in developing a vision for the community; producing recommendations for specific infrastructure and development improvements; and providing a list of specific sources of funding to pay for those projects. In 2022, County Planning developed Master Plans for inner-ring communities, small villages, and outer-ring suburbs.
Garfield Heights
A first-ring suburb with a need to redevelop former manufacturing areas, preserve housing, and increase recreational opportunities for residents, Garfield Heights is a thriving community that will be made even better with the recommendations highlighted in its Master Plan .
Middleburg Heights
An outer-ring suburb with a desire to continue attracting businesses, meet the recreational needs of its residents, and explore the potential for targeted redevelopment opportunities, Middleburg Heights' Master Plan is a guide for the future growth of this flourishing community located within the Aerozone.
Brooklyn Heights
A small village located adjacent to major regional north-south and east-west interstate highways, and historically, a community of greenhouses and industrial manufacturing, Brooklyn Heights has its eye on future growth. The Master Plan offers ideas for the village to consider as it balances the needs of its residential and industrial populations and makes decisions about future village development.

Greenspace
Embracing the need to preserve the natural assets of Cuyahoga County with the desire to promote healthy living, County Planning partners with communities and agencies of Cuyahoga County on water and trails projects.
Cuyahoga Greenways Plan
County Planning, in partnership with the Cleveland Metroparks, NOACA, the Cuyahoga Valley National Park, Cleveland, numerous agencies and nonprofits—known collectively as the Cuyahoga Greenway Partners —advocates for trail development.
In particular, this advocacy focuses on the development of trails identified in the Cuyahoga Greenways Plan, an 820-mile network of on- and off-road trails in Cuyahoga County. Whether used for recreation or for commuting to jobs or points of interest throughout the county, the development of the trails identified in the Greenways Plan coincides with the efforts of national trails groups to create a continuous system of trails across the continental United States.
Canal Basin Park Trailhead to the Ohio & Erie Canalway Towpath Trail
An example of the advocacy of the Cuyahoga Greenway Partners was celebrated in 2022 with the opening of the Cleveland Metroparks' trailhead in downtown Cleveland’s Canal Basin Park. The trailhead completed the construction of the 101-mile Ohio and Erie Canal Towpath Trail in Cuyahoga County. The Towpath Trail follows the historic path where, from 1827 to 1913, mules pulled canal boats filled with goods along this manmade canal that linked the Ohio River to Lake Erie. The trailhead and park are located at the site where the canal met the Cuyahoga River.
Garfield Boulevard Connector Survey
Confirming the positive interest for the Garfield Boulevard Connector Trail via a survey of the residents of Garfield Heights, County Planning has engaged with the Cleveland Metroparks and the County Department of Public Works to make this connection to the Towpath Trail a reality.
Grant Administration
On behalf of the Ohio Public Works Commission (OPWC), County Planning administers grants that fund infrastructure improvement projects and green space acquisition in Cuyahoga County. County Planning also serves as the grant administrator and fiscal agent for the Cuyahoga County Healthy Urban Tree Canopy Grant program.
OPWC State Capital Improvement Program
An annual program that funds road, bridge, waterline, and sewer projects, the State Capital Improvement Program allocates approximately $30 million to Cuyahoga County for local disbursement to eligible projects through competitive grants.
OPWC Clean Ohio Green Space Conservation Program
The Clean Ohio Green Space Conservation Program allocates approximately $3.2 million annually to Cuyahoga County for the purchase of green space and for the protection of riparian corridors. The funds from this program are disbursed to communities and eligible nonprofits through a competitive grant program.
Cuyahoga County Healthy Urban Tree Canopy Grant Program
An initiative of Cuyahoga County, the Healthy Urban Tree Canopy Grant Program allocates $950,000 annually to Cuyahoga County communities and eligible non-profits through competitive grants for projects that foster the maintenance and growth of a healthy tree canopy in Cuyahoga County.
Data Analytics & Mapping
Analyzing complex data and presenting it in easily understood formats is a mainstay of County Planning’s work. The U.S. Census demographic data and statistics underlie many of our projects and contribute positively to the educational impact of what we produce.
Our Communities Data Book – 2022 Update
Using census information to highlight demographic components of Cuyahoga County as well as economic, housing, land use, and transportation data, County Planning produces annual Data Books that illustrate the makeup of the population of Cuyahoga County, its industries, and workforce. Our Communities: The 2022 Data Book is the third annual Data Book produced by County Planning and is a wealth of information about the cities, villages, and townships of Cuyahoga County. It can be used as a statistical resource and reference guide.
Vacant Sites Inventory
County Planning developed a Vacant Sites Inventory in conjunction with the County Department of Development, TeamNEO, and area municipalities. Starting with over 6,000 tracts of vacant commercial and industrial land, more than 180 large sites were identified in 40 suburban communities. Each of the top sites were evaluated for natural constraints, access to interstates, rail, and electric transmission lines. The County Department of Development will continue to work with its partners to actively market many of these sites.
Cuyahoga County Grocery Store Assessment
At the request of the Cuyahoga County Board of Health and the City of Cleveland Health Department, County Planning conducted the latest in a series of updates to the Food Access Assessment for Cuyahoga County. The analysis evaluated over 1,200 retail establishments to identify 223 grocery stores throughout the County. Staff used local street networks and the latest data on poverty and other socio-economic measures to identify areas with substandard access to traditional grocery stores.
Zoning Map Updates
County Planning provides updates to municipal zoning maps upon request so that municipalities can provide the latest available zoning for their community in a modern, more accessible fashion.
Maple Heights Zoning Map Update In 2022, County Planning updated the zoning map for Maple Heights to include the modernized and expanded Central Business District, as well as recent legislative updates to the city's zoning code.

About Us
Governed by Chapter 713.22 of the Ohio Revised Code (ORC) and established by the Cuyahoga County Commissioners in 1988 to strengthen the planning arm of county operations, County Planning provides professional planning services to the cities, villages, and townships of Cuyahoga County and to County departments and agencies.
Our Board
County Planning has a board of 11 members appointed according to ORC statute 713.22. The board members include a representative of the Cuyahoga County Executive, two members of Cuyahoga County Council, the Mayor of the City of Cleveland, and eight Cuyahoga County suburban mayors, who represent planning regions and are appointed by the Cuyahoga County Executive.
Our Staff
The staff of County Planning performs the work of the agency which includes planning services, grant administration, special projects, GIS and mapping services, and agency administration. Our staff has expertise in professional planning, geographic information systems, business administration, municipal government, city management, community development, community development finance, economic development, commercial real estate, environmental biology, grant writing, technical writing, and grant administration. Collectively, our skills richly inform our project work.
Finances
County Planning operates principally through a General Fund subsidy of Cuyahoga County. This appropriation allows County Planning to provide professional planning services either in-kind or at a reduced cost to the cities, villages, and townships of Cuyahoga County. Our professional planning services also bolster regional initiatives that benefit multiple communities and stakeholders in Cuyahoga County. A smaller portion of County Planning's overall budget is from paid contract work.
In 2022, County Planning's budget of $3.2 million included operating costs and expenses, and $950 million allocated to our administration of the County’s Healthy Urban Tree Canopy Grant.
Our Project Work in 2022
In 2022, County Planning performed a wide variety of work for the cities, villages, and townships of Cuyahoga County. This included work performed for several Cuyahoga County departments and agencies, and for the Ohio Public Works Commission. Whether the project was community-specific, shared among several communities, or encompassed the entirety of Cuyahoga County, County Planning continued its efforts to inspire all of our Cuyahoga County communities to thrive.
