-The 1902 Reclamation Act got approval for a high dam on the Salt River northeast of Phoenix and lead to the Salt River Project.⁵ -The Salt River Project began in 1903 and is known for significantly altering the natural flow of the Salt River. The Salt River project was approved by the Security of the Interior and had three initial goals: construct Roosevelt Dam and Granite Reef diversion dam, purchase all privately owned canal and ditch companies, and clarify who held valid rights to water in the Salt River Valley.⁶ -In 1907 the federal government filed a complaint in intervention which advanced water claims on behalf of indigenous people living in Fort McDowell and SRPMIC. This led to the Kent Decree which allocated very small amounts of water for existing farming uses on the reservation.⁶ -The Granite Reef Dam was completed in 1908. It is a diversion dam that diverts some of the flow of the Salt River into canals.⁷ -The Theodore Roosevelt Dam was completed in 1911. This created Roosevelt Lake, Arizona's largest lake completely in the state. The dam holds back 1.6 million acre-feet at the lake. When it was constructed the flow of the Salt River through the SRPMIC essentially stopped.⁷ -As part of the legislation for constructing the Barlett Dam on the Verde River a maximum of 20,000 acre-feet per year could be used on the Salt River reservation (providing a little more than 3 acre-feet per acre for the 6,310 acres of allotted land).⁶ -Mormon Flat Dam was completed in 1926. This created Canyon Lake. Revenue from power generation at this dam was used to pay the federal government back for Roosevelt Dam and finance another dam on the Salt River.⁷ -The Horse Mesa Dam was another hydroelectric dam and was completed in 1927. This dam forms Apache Lake.⁷ -Stewart Mountain Dam completed in 1930 was the third hydroelectric dam built on the Salt River. It is responsible for forming Saguaro Lake.⁷ -In 1937 the Association, by agreement, transferred–subject to the rights of the US– to the Salt River Project Agricultural Improvement and Power District all of its properties including all water and power rights, franchises, and privileges. The US still retained title to the Project property. The Salt River Project was at this point a private corporation.⁵ -Because of damming and water diversion parts of the Salt River no longer flow. This led to periods of drought and famine for the Akimel O’odham and Piipaash tribes.⁶ -Up to this point SRPMIC survived off of water from the Kent Decree, Bartlett Dam Agreement, and groundwater. In the 1970s the community sought additional water and began litigation.⁶ - In 1983 13,300 acre-feet were allocated to the SRPMIC through the Central Arizona Project.⁶ -Negotiations between SRPMIC and SRP over water rights took off in 1985.⁶ -The Salt River Pima-Maricopa Indian Community Water Rights Settlement of 1988 was completed. The SRPMIC gained 122,400 acre-feet per year through the settlement.⁶
