The Town of Flower Mound has begun the master planning design process for the Trotter Park property. This website will serve as a dedicated platform for our community to stay informed about the progress of this project, and we are committed to providing regular updates. Next Steps

Town Council approved the Trotter Park Master Plan at the Town Council meeting on July 15, 2024, which can be seen below.

Approved Trotter Park Master Plan

The Town began the design process of Trotter Park in January 2025. The Texas Parks and Wildlife Department approved $750,000 in funding for the development of Trotter Park on January 23, 2025.

Stakeholder Meetings

The Town of Flower Mound conducted two stakeholder meetings at RockPointe Church. These meetings were held with specific user groups and neighboring organizations to better understand the future needs for the proposed Trotter Park property. The meetings were held on Tuesday, November 28, 2023 from 12:00 p.m. - 1:30 p.m. and Wednesday, November 29, 2023 from 6:00 p.m. - 7:30 p.m.

  • Flower Mound Tennis and Pickleball Association

Stakeholder Meeting November 28, 2023

The following elements were noted by stakeholders as needed or desired at Trotter Park:

  • Open lawn areas for general play and sports practices
  • Playgrounds & swings (could include all-inclusive play)
  • Restrooms
  • Shade (pavilions, shade canopies & trees)
  • Pickleball and tennis courts with seating areas
  • Trails
  • Picnic nodes
  • Pond
  • Enhanced landscaping
  • Large pavilion
  • Fitness equipment dispersed along the trail
  • Unique park elements (glow-in-the-dark trails, public art, themed playgrounds, etc.)

Townhall Meeting

On January 9, 2024 a Townhall Meeting was held to provide an opportunity to hear from the community how Trotter Park should be developed, and this was attended by 43 community members. This was divided into two separate meeting formats: a formal setting with a presentation by the Town Staff and the Consulting Firm, and an informal setting for engaging with the Town and the consultants. Community members had the opportunity to provide public comment about their vision of Trotter Park, and their comments included:

  • Dedicated areas the entire community could enjoy such as trails, playgrounds, shade, restrooms, etc.
  • A showcase of the natural environment with elements such as native plantings, natural paths, and interpretive signage.
  • Dedicated space for pickleball and tennis with designated areas for participants to gather for recreation and socialization.
  • Opportunities for biking such as mountain bike trails, pump tracks, bike skills course, etc.
  • A safe and family-friendly environment with opportunities for people of all ages and abilities.

It is important to note that while a majority of the participants supported the development of the park and recreational amenities, a few residents voiced their concern about the park development and its proximity to the neighborhood.

Survey Results

The Trotter Park survey was available from November 30, 2023 - January 13, 2024. This survey was promoted via the Town's social media platforms, an information ad was printed in the monthly utility bill, and flyers were placed on residents' doors that are adjacent to the site. The Town's focus on conducting public engagement resulted in more than 1,700 survey responses. A summary of the survey results can be found below:

Parks Board Meeting - April 4, 2024

Following the public engagement, two conceptual layouts were developed for how the property could be developed. These two conceptual layouts were presented at the Parks Board meeting on April 4, 2024. More than 15 community members provided input at this meeting. The Town Council voted to approve the Trotter Park Master Plan with the conditions to add four additional pickleball courts, expand the parking area to reflect the anticipated park users, and reduce the width of the looped trail. The approved master plan can be seen below.
